new orleans -- teach new orleans or whatever it's called and then they brought in new leaders to recruit nontraditional folks to become school principals and they went out and they recruited the operators of many of the high performing charter schools and said come to new orleans. like we're going to create the model urban school district. they set up a support organization for the purpose of recruiting people to run charter schools and making it easier to find buildings, et cetera et cetera. i spent two days in new orleans last spring and i was just -- i was shocked by what i saw. i heard what i was going to see and had been talking to everyone and assumed it would be create but it was shocking given the comparison that i had from all the previous years. >> what do we know -- what kind of statistical measures of improved performance do we have? how big is the jump? >> jumps are completely dramatic. i mean, they are making in some cases depending on the grade levels between 6 and 10 times the kind of improvement over one or two years that the other schools are making. you know, i think a

>> it wasn't a for new orleans. i assume people of new orleans' new this stuff, so i was startled.the picture was supposed to play for one night and it leave for weeks and the major local radio talk-show host lysol him watching the movie the first night and she couldn't sit down steam was coming out of his years. he said you're going to be on tomorrow of the whole three hours everybody has to see this movie. people have been startled life and. they didn't know the story of the whistle-blower. new orleans story didn't cover her but they do their best. it was in the day to day trips and drafts. and nobody had ever before, and put it together into a 90 minute package and in a way i felt badly because last year was the first year of what everybody around town thought of as the post-katrina period. we've gotten over the post-katrina period and are now in the new era. we had the new mayor, the saints won the super bowl, the city was almost levitating until this bill and now i come along and say by the way we are not as safe as we think we are. >> this person says, and this is writing in

[laughter] you may have noticed news week listed my hometown z new orleans as america's number one dyingcity. i'm proud to report they honored the magazine as the number one dying magazine. [laughter] the fact of the story, one day while working at news week, i got a call from the life and leisure editor in new york asking for examples from around the country of what he called rooftop living. clearly, this fellow had returned to his 53rd office after a somewhat interesting lunch, stared out the window, noted potted plants, and sniffed out a trend. [laughter] trends are what the editors had to sniff out before they were listed hourly on twitter, so i dutifully called the dean of health continuer traffic reporter, captain max who told me the obvious. son, l.a. has plenty of land, nobody needs to put anything on their roof. there were a couple exceptions including a guy, john b. zerlot who installed a swimming pool and columns on his roof. i interviewed him and said this behavior was exceptional in l.a., and then went off to cover a space shot. a few days later back, i got the tentative ver

and this is exactly the event in new orleans. but the bottom line is what ever you see one of these transformational schools on talking about always always always, they are run by someone who feels such deep passionate commitment and full ownership over ensuring that the kids get on a different path. and if they don't have the freedom, they take the freedom to do whatever it takes to get to the end result. and i think we really need to ground our policies in an understanding of the dynamic. i think the implication is that our central system should spend an immense amount of energy attracting and developing real leadership which is a process. we can't snap her fingers that have great leaders like we need to recruit them in a classroom, in sure they're highly successful, keep some of them in the classrooms, move some of them into the leadership roles and whatnot. at the same time would they need to empower our leaders to get results it and so i think that kind of restructuring is probably the answer overall. >> unions. >> i think t
