present an opportunity for this commission to recommend to the board of supervisors that we build a new park. it's a pretty special day i think for the recreation and park commission and for our park system which is old and always needs new things like this. the item before you was originally presented at the july capital committee and received a recommendation to approve. we were working on some of the details of the m.o.u. and so that's why we're bringing it back to you today. we've been working very closely with a lot of partners, clubs the p.u.c., which is the current owner of the site, and the mayor's offers of housing and we're finalizing some of the details of the paying back of funds for cleanup and other items and those are still in progress but the park and the plans are definitely exciting and moving forward so i wanted to -- we wanted to bring it to you today. first, i want to talk about i think the funding. i want to talk a little bit about the fact this park would be in a very high-needs neighborhood. the community outreach to date, an overview of the park and our next steps. i

eastern neighborhoods plan which is an adopted citywide plan which will bring new housing and new resources, just parks and other improvements to these neighborhoods. in the mission neighborhood alone, and i'm going to highlight -- that's the green one -- in the mission neighborhood alone that will result in up to 2,000 new housing units, a population increase up to 7,000 people and, again, within the half mile radius of the site and the site is represented with the red star, there are only .3 acres of open space per 1,000 residents. so the outreach process on this park has been long. in fact, i think you'll hear later from members of podair, oscar who spoke at last month's meeting, this project's actually been talked about by the community for years, starting with the department actively in 2009 and through the eastern neighborhoods process an idea of a new park in this area has been discussed for quite sometime. there have been over 15 community meetings with over 300 participants and we've been again partnering with podair, which is the people organizing to demand environmental and economic rights.

and no new recreational serving buildings on park land per the san francisco charter and nothing there is new. new and expanded recreational serving buildings must be completed and in office to show they are limited to size and all the revenues return to the park system and that alternative sites are assessed. that is all in the existing rows and we kept that language as it is but we added a new component. we said that if in this element if they have to meet all the criteria and we want to think about a few additional criteria that they might have to meet. even if they meet the criteria k we think about they may have to provide additional open space somewhere or they may have to put money into the open space fund, the acquisition subfund of the open space fund. so we're going to still work out details with our partners to make sure that this is really strong language because i don't think this came across as clearly in the element as i meant it to, but the idea is to really add another layer of kind of review onto what is there now to make sure that everybody understands that the parks

we are close to completion on all of those, with the two editions of the new square project and the park. the available contingency budget is about $213,000. if you add the drop in vero funding to that, union square funding, that will bring -- assuming there are no other draws on the contingency for the remaining projects, between $600,000 and $700,000. now to the matter before you today. 11-12, the total allocation of the open space contingency reserve currently is $1 million. half of that per your action is $500,000 for this year's deferred maintenance allocation. the difference between this fiscal year amount and last year's was that last year's was a multiple year some, which was presented as a onetime opportunity for us to do a large expenditure. this year's amount, the $1 million balance, the $500,000.50% of that, is more in line with the ongoing contingency fund balance. given the reduced availability of deferred maintenance funding this year, as opposed to last year, the department plans to devote the totality of the $500,000 to replace the entire civilian gym floor and fixing th

and i can give you more detail about that if you like and the area of funding and new park acquisitions and creations and i wanted to mention that since 1975 and with the interagency jurl transfer, which are sometimes free trooe, which is great, to have parkland at 63 different sites and it is not just presidio and we have been hard at work acquiring other park lands throughout the city and over 52 acres and $9 million was spent to acquire undeveloped open spaces as they are generally natural area typesetings and 41 acres and over properties and this year the acquisition fund portion of the open space fund is $1.8 million and we have a fund balance of $9 million we are using to review and acquire appropriate properties over time. and recently i can go over a couple of things that were acquired through acquisition and the tenderloin rec center in the tenderloin, and a park in the mission that was a little over $1 million. and also the maps that were reviewed and also about capital investment and re-investment in the property. the richmond rec center received funding and the clubhouse and
