new step to -- phoenix police department alone a new step for your safety. >> some tough decisions. >> she sent out a letter to all officers on the force saying that she's assembled a team to look at the most effective way to move officers and keep the community safe. striking that balance is key. tonight the department down 413 officers is hitting recruitment hard. even with the new recruits the reality is not a lot of exams. you have to factor in the officers who are retiring. that's why the phoenix police department is now assembling a team to look at the force big picture. the chief saying they've been working overtime and using specialty squads to help out with patrol. that's not a long-term solution. they want quality service with the people they have. an estimated 200 detectives could be reassigned and moved to patrol. departments will get restructured is a question mark. the chief is trying to manage the overtime since the city forced the department on a hiring freeze six years ago. >> now no word yet on what changes will be made. i will tell you that there are 400 officers ne

. >> let's get off and running with some breaking news here in phoenix. first on scene at a deadly shooting at an apartment complex. take a look at the map there. justin pazera learning more about what happened there. >> reporter: good morning dan i just talked to detectives and i can tell you i really don't have a lot to go on. on scene here trying to uncover something that can lead them to this suspect. here's what we know at this point. one man was taken to the hospital. that's where he was pronounced dead. apparently he was in his apartment with a female when somebody came to the door. he opened that door and that's when that suspect opened fire. not sure what the relationship is between the victim and the suspect at this point but we do know that that victim multiple times. the one thing about this apartment complex is that it does not have any surveillance video so detectives really going to have to work their beat right over here and see if they can get any witnesses who maybe saw something. as soon as we get that suspect description we will pass t
