a recent rasmussen fox news poll shows 8% of americans have confidence in congress, that is left andt. i think they just say, i don't think you can help us, regardless of which party you represent, and i think that is a big function of the month and a half leading up to that debt deal rather than just the debt deal itself. shannon: i think it's important to note when chris started talking about the silver line inks and the possible things we've gone up 60, 70 points. the man is even more powerful than we thought before. patricia i want to ask you, when you look at washington as a business owner are they helping or hurting you with what is going on there now. >> i think they are hurting. the reason is they are making all of us hesitate. they make us hesitate to do a business plan, to do the next hire, to buy a next piece of equipment or expand whatever it is that we're doing and i think that's because most business oners are operate ta midsts to begin with, we have confidence in ours but we have a government that is telling us, we have the answers, look to washington for the answers.

meanwhile, we want to tell you about breaking news, right now, we have brand new polling, just in, to our newsroom on the debt ceiling deal, according to rasmussenople actually approve of this deal. and, most doubt that it will cut future spending. 53% disapprove though deal, and 22% say they don't know. let's bring in scott rasmussen for context. great to see you. >> great to see you. alisyn: any surprise your respondents don't know what to make of the deal after all of the back and forth. >> people have really not believed much of what they heard coming out of washington, in the last few weeks. they expect the ceiling to be raised and always expected it wouldn't do much and are not terribly surprised, but, republicans and unaffiliated voters are opposed to the deal by a 4-1 margin. very strong opposition, democrats, pretty evenly divided, 34% of democrats favor the deal and 40% are opposed. and, we find the same mix ideologically, liberals evenly divided and conservatives hate it. alisyn: and, you asked how likely is it the debt ceiling agreement between congress and the president will resulted in a significant decrease in government spending?

impossible to say. ♪ jenna: a fox news eye letter, brand new polling just out on what may be driving the wild swings in the financial market this week. take a look at the latest rasmussenose -- 4% rate the economy as good or excellent. scott rasmussen is the president of rasmussen reports.com, and he's joining us now. what i thought was most interesting about this polling you did on the economy is this part of it, that confidence in the stability of the u.s. banking system is at it lowest ever recorded, and of the news cycle as of late, we've talked about european banks, but comparing it to the crisis of 2008, it's not really comparable. where do you think that's coming from? why are folks feeling so, well, not having a lot of confidence in our u.s. banking system? >> well, you know, you have to put a little bit of perspective on this. back before the financial industry meltdown, 68% had confidence in the banking system. it fell to 39% by february of 2009, and then it had been inching back up until we had that debt ceiling debacle a few weeks ago. and what's happening, i believe, is that people are losing confidence in the political leadership. i mean, they've always b

alisyn: we have brand new poll numbers coming out on the economy and they don't look good. a rasmusseneports poll shows 37 percent of americans think the economy is getting worse, that's up 30 points from the beginning of the year. consumer confidence is also plummeting, it's down 16 points from just three-monthing ago. bill got a fox news alert now, breaking news, a followup to that tragedy over the weekend that u.s. helicopter downed in afghanistan, we have more now from jennifer griffin live from the pentagon. there is breaking news on this. jennifer, what have you learned? >> reporter: what we've learned from general john allen, the main commander out in afghanistan, is that special operations forces on monday took out and killed the shooter of the chinook helicopter that caused 38 members to be killed on friday. they basically had local intelligence tips, they followed a local mullah, a taliban commander, and the purported shooter of the chinook, they located them in a forest, they called in an f-16 air strike and they dropped a bomb on them. listen to general allen: >> we trapped
