what is your reaction to the nation's largest school district, talking about the new york city publicshutting down in-person learning as of tomorrow until further notice because the city passed that 3% testing positivity threshold. is that the right call? >> these are tough calls, wolf, no question about it. that was the benchmark they set when they hit 3% they were going to pull kids out of school again. i think the issue is that if you look at the positive iterate for the city you get this average 3%. for schools, they are a lot lower and something we have learned over the last several months as much concern there was among spread among students and still that concern. positive iterate in new york city public schools according to some of this testing is 0.17% so below 2%. whereas, wolf, we know the types of places where the virus tends to spread a lot more. there is five places according to this article that came out that are the places of largest concern. they are restaurants, bars, cafes, hotel and places of worship. so these are the types of areas that if you could limit capacity

i was a public school parent in new york city public schools.. and that's part of why i wanted to give them a warning we were getting close to that number and have a plan b ready. what i am trying to do is stop us from getting to that 3%. and new yorkers are responding. so my hope is that we can keep school going for quite a while while we fight back this second wave. on the question of the restaurants, look, ultimately the state has to make that decision. i'd say we are concerned about indoor dining. it's only 25%. there is a lot of safety and health standards that are a part of indoor dining to make it a safe experience. but obviously we are concerned about things like indoor dining if the numbers continue to go up. the challenge with schools, remember again how much the city went through. we needed to convince parents and teachers and staff that they would be in a safe environment by saying we would take that 3% rule. that was part of how we gained the trust and were able to reopen the school system and why there is 300,000 kids that will be
