curb ramps citywide, 125,000 square feet of new sidewalk that is the responsibility of the city. these are sidewalks that front public property or have been damaged by the city's street trees. we will be putting $7.3 million toward needed rehabilitation and repair of our street structures, such as bridges, guard rails, tunnels, retaining walls, stairs, viaducts. $50 million for city implementation bicycle and streetscape improvements, such as countdown lighting, sidewalk extensions, bicycle improvements, tree planting, blub outs, and landscaping. finally, street traffic infrastructure improvements to reduce traffic time and improve transit reliability. again, this is a capital investment in the streets. muni is funding several later its vehicle procurement, and the kind of on board, mobile equipment that is required to make the entire transit effectiveness program work. that on board equipment would not be eligible for general obligation bond funding, but they do have sources to cover those projects. >> on -- supervisor chu: on these categories, can you explain to me, on the stre

same times, he gave a $25,000 bail to a man who was riding his bike on the sidewalk without a bell, and that is a crime in troy, new york. clearly, there are lots of little kids in the suburbs riding their bikes on the sidewalk without a bell, but this guy was a homeless guy, so they arrested him. they brought him before the court. hank gave him a $25,000 bail. he did not have $25,000, so he sat in jail for eight days, and he came back and pleaded guilty. this is really the regular person that is symbolic of ordinary justice. there is a woman who has five kids. she is a nurse. one beautiful spring day she is sitting on the stoop, and she is reading of friends hair, and the police say, do believe -- she is braiding of friends hair, and the police say, and you realize there is a no loitering sign, and she offered to get off, and they arrest her. they bring her before the judge, and they give her a $25,000 bail. she is never given an attorney, and she sits in jail for eight days. she has a relative take care of her five kids. eventually, she comes before the judge. the judge says, we will give you a couple hundred dol

new concept called green infrastructure. we think about our streets. we think about our sidewalks, our street lights, it is now part of a system that provides a service. we had two things that have been neglected. one is the bayview. the other is the day. since the gold rush, 90% of the wetlands in the bay have been filled in. those wetlands act as a filter for all of the water that goes in. when you do not have that filter, you need to recreate one. that is what we're doing here today, making sure that all the rain water that falls down here does not lead on the radius days to ed harrington. he runs one of the cleanest shops right down here. you want to make sure that those combined sewer overflows -- they have about 10 times a year. by doing this, not only do you increased your property values, not only do you know that you are doing your part for the environment, but you are also putting less of a strain on the waste water treatment plant and helping the bay. and it really needs our help. it is in trouble. when i came down here, we passed the shore. there is a reason is called

new product. and i think there's also broad consensus that we don't want blight on our sidewalks. so if this is going to happen and, you know, the reason i was asking the questions about state law is, it's really unclear to me that even if we unanimously wanted to stop this that we even could stop it, and i haven't really heard anyone dispute that. the appellates really didn't present even an argument that we can definitively kill this even if we wanted to do that. so i think a good outcome -- and i was very, very interested to hear what at&t had to say about the permitting process that i had not really heard it at that level of detail before, and if that's real, if there is going to be true community participation so that people who want it can get it and neighborhoods that don't want it don't get it and that neighborhoods that want it but want to control where it's going to go are able to do that, if that is real, then that could be a very good resolution. but i think that at this point it's unclear to me that that process -- how that process would work and how real it would be.
