walmart new international ceo are both insiders. big companies may be increasingly looking from within for talent. is this, jeff, a trend that you think will pick up steam? >> you know, i don't necessarily think it is a trend we are seeing. we have had a couple of high-profile placements weekly that have been internal promotions but when we conduct ceo searches internal candidates are part of the evaluation process and we look for and what boards it is processing the best qualified candidate in the chair of the ceo vacancy. often times that can be internal and more often than not that is external. cheryl: if you look at the top, the fortune 500, some of the top performing companies whether it is stock value or revenues or sale, a lot of these companies have people that actually were interns. i will give you a couple of names to drive the point home. now the ceo, an intern with 33 years at the company. roger was intern 31 years now. don thompson at mcdonald's 32 years. exxonmobil, 37 years. these are again some of the top companies i

should the taxpayer be subsid e subsidizing people who work at walmart? the new yorker echoing that minimum wage does not -- raise the minimum wage does not cost jobs. it helps those who work full-time to live decently without having a significant impact on total employment. economists are saying raising the minimum wage to $10, $10.50 will not hurt jobs. >> i think the evidence usually compares states next to each other with different minimum wages. we're talking about somewhere between 7.25 and 10. some of the studies to find a fairly small effect but it's small enough to be worth it. the other reason we're talking about this, there are lots of ways the government can support incomes for people with low incomes, provide wage subsidies or use the earned income tax credit. one way they are doing that is through obama care which provides a new health benefit to low wage workers who don't get insurance through work. part is what is politically attractive, it doesn't have an explicit cost to taxpayers, it pushes the cost on to employers. the problem with any program

(vo) al jazeera america we are on the trail investigating how walmart's supply chain works here in bangladesh. does the company know when its orders are being subcontracted? is the way they source their clothing- the system itself -flawed? the garment industry is notoriously secretive, so we needed an insider. we're on our way to meet an auditor. he was hired by wal-mart to assess standards at some of its factories. it's very rare for auditors to speak on the record and he doesn't want to speak to us on camera. so we recorded the conversation secretly in bangladesh, government regulation of garment factories is lax, and international companies are not legally required to ensure working conditions are safe. some companies hire auditors to inspect the factories. >> the purchasing system of walmart is very complex. >> how so? >> because they rely on their agents. they don't source directly from the factories. that is the problem, in my opinion. because if you rely on agents, that agent sends the order to sub-agent. that sub-agent sends the order to another agent so it changes 3, 4 times. >> what

walmart is in the grocery delivery game. it is next on "bloomberg west." ♪ >> breing news from washington.lly some agreement on the budget. the representatives have just passed that bill. halfing hunter joins us. kathleen hunter joins us. what does it mean? >> just a few minutes ago, the first budget in four years. it is a two-year agreement crafted by the house of representatives and the senate. one more step in the process, the senate will approve it next week. and we will have some sort of bipartisan agreement on spending. >> it didn't seem possible. is this bipartisan stuff a thing of the past? as part of thep agreement to reopen the government in october when there was a government shutdown. this budgetary framework was set up. both sides kind of had a stake reaching an agreement. it was surprising they were able to, but in other ways, it's not. the scope of the agreement is much smaller than people worst imagined. it doesn't change entitlement programs or taxes. it is progress, but smaller progress than some people initially imagine. >> it looks like a big number. where is the focus?
