the mayor of the city of new york sang this action was intended to break our spirits but the city of new york say hitting the halloween parade slated to take place not very far from here, saying that it will take place with more security. this is an area that's dealt with acts of terror in the past. we are about half a mile or so from the world trade center. many people here still very much on edge despite the fact this incident took place at 3:00. a little more than three hours after the attack now. nerves still very much on edge. as authorities continue their investigation. at this hour, at least eight dead. the perpetrator believed to be a lone wolf, 29 years old, now in police custody, recovering from a gunshot wound. >> bret: we heard from authorities in the news conference in new york, as you mention, the halloween parade is continuing. the presence on the street will be significant. obviously authorities don't believe there is a current threat ongoing, otherwise they would have done something more than they are doing now with this parade. >> that's right. authorities believe th

there was initially from the new york city police department. always a potential that the police had returned fire against one of the vehicles involved. so, as we await the new york police department briefing and the mayor bill de blasio's arrival on the scene, we have questions about whether the injuries connected to the vehicles or to the gun fire. these images here are from a few minutes ago. this is not a live picture. new york city police are at this point pushing the cameras away from the scene. cameras, as you can tell, got pretty close to where the action was here and ultimately police want to clear that scene and build a perhaps quite a few injuries, quite a few deaths. so, the latest reporting from nbc news is that there are multiple deaths, at least two, and many injuries, several injuries at the scene of this incident in lower manhattan. again, for those of you who know lower manhattan, they know it to always be quite a busy area. but especially busy on a tuesday afternoon as so many workers get out of work, as so many tourists crowd

new york city is the largest public school district in the country. educating 1.1 million children. and this year every child is eligible for a free lunch, regardless of parents' income. new york's not alone in offering universal free lunch. boston, chicago, dallas, detroit, and philadelphia have similar programs. and new york city school system, 75% of the children were already eligible for free or reduced lunch. the criteria was an annual family income less than $37,000 for a family of three. yet one-third of those kids who qualified chose not to eat. and the participation rates get worse. as the children grow older. advocates hope the free lunch program will get rid of lunch shaming, when students decide to skip lunch rather than show they can't afford to pay for it. supporters say this will help all families save about $300 a year. joining us to talk about whether universal free lunch is the right is a new york city councilmember. also jim fetakukis with the american enterprise institute. ben, why don't we start with this. this was a program that you were very much in favor of. w
