the subway attack and shooting in new york city. at least 13 injured. five known to be shot and at the hospital right now. a very busy morning here in new york city. we'll continue coverage throughout the day. thank you so much for joining us. i'm bianna golodryga. >> and i'm jim sciutto. our colleague, kate bolduan, continues our breaking news coverage right now. >>> this is cnn breaking news. >>> hello, everyone, i'm kate bolduan. we do continue to follow this breaking news out of new york. we're going to show you live pictures of this massive scene that we've been watching now for two and a half hours where police say at least five people were shot. 13 people were injured in a subway station in brooklyn. all of this happening during the morning rush hour. we have video from people on the train as the chaos unfolded and commuters were scrambling to try to find safety. you can see blood on the floor of the subway station, and also you can see some of the injured on the subway station. this is some of the new video we've gotten in from inside the train.

and what the mark does but in the heartbeat of where markets come together is in new york city and ited today. romaine: upended for a lot of folks around their morning commute around 8:24 a.m. new york time a man entered into a subway train and rode that train for some time before opening fire on the folks inside. that gunman remains at large and still waiting to get some updates where he might be and more importantly, of course, waiting to get some updates on the victims. thankfully so far we know none of those victims -- no fatalities, shy say but nevertheless, still a startling day for many new yorkers. caroline: 16 people, many affected by gun wounds and six of them by other afflictions that occurred and of course we understand we might hear more from the leaders of new york, whether they be the fire department, the new york police department, whether they be the governor or whether it be of course the deputy mayor, as the mayor of new york, eric adams, remains at home with covid. romaine: that of course puts back into focus the whole idea of public safety, a relatively new mayor,

he is known to us and has ties in wisconsin, ohio, pennsylvania, new jersey and new york city. his arrest history in new york is nine prior arrests, dating from 1992 to 1998. those include possession of burglary tools four times, criminal sex act, theft of service two times, and he was arrested on a new jersey warrant. he also has a criminal tampering. he has three arrests to new york city. in 1991, 1992, and 2007. they are for tras that is trespass, and he has the same black car -- >> that will be electronically. >> this station is three blocks from where we recovered the u haul truck that he rented in philadelphia. the key to that truck was recovered at the crime scene. this jacket, the distinctive orange jacket was also recovered as well as his construction helmet he was wearing. we recovered that in a garbage bin in transit. we believe, and this is still early in the investigation, that after firing his weapon 33 times at innocent new york city subway riders, mr. james boarded the r train that pulled into the station and went one stop up and exited at the 25th street station

i want to give that very quick information about the status of the new york city's mayors office. >> r kathy hochul, new york's governor. i have a tweet, first responders are on the scene, we work with the mta to provide updates as the investigation continues. as you look at the street there outside the station, a sea of vehicles, first responders and those probably what you're seeing there, explosive sniffing dogs, part of the investigation here because multiple undetonated devices they were investigating. the latest information, police looking to determine if those were smoke grenades and as the attacker wearing a gas mask in preparation for that. joseph, as you look at this force response here, a lot of folks on this case and they'll be on this case quickly. tell us what next steps they're going to be taking. >> they're going to becoming in from outside. we see the fbi, the atf, and the new york state police, i'm sure that the governor is already released them down, trooper not far away. they'll shut down highways and streets to ensure there are no other devices in the area, a few

kailey: not just in new york city. adams and his remarks last night frames this about a national gun violence problem in america, largely in cities across america. it is not just about the local response, state response. what is the federal government's role in this? the biden administration took action on ghost guns earlier this week. how does the administration move forward in this moment? tom: it will be interesting to see the federal tie-in, you have to wonder how that is stepped up. what i find so tragic is this brooklyn affair of yesterday and the other shootings around the nation in the last recent days, and there it is, the new york post, buried in all the media of three dead, a large number wounded overnight. what is scary or are the dead, and the geography of the new york post article was six locations of violence. kailey: it speaks to the point that this is just one incident in a broader scheme of rising crime in new york city. felony crimes up 44% year to date. it is already april. on mass shootings across

in new york city this hour, chaos on a subway platform. shot, five in critical but stable condition. just moments ago, new york officials wrapping up a press briefing. they say the praisen attack started just before 8:30 a.m., about 8:24 a.m. this morning, in the middle, of course, of the morning rush hour. a train pulling into the station. the suspect pulling a smoke canister from his bag, puts on a gas mask, then opens the smoke canister, starts firing inside that train car. this hour, that suspect is still at large. he's described by police as a black male, 5'5", heavyset. on the train, he was wearing a green vest and a gray sweatshirt. eyewitness accounts paint a harrowing scene. this is yav montano who was on that train as the shot rang out. >> as soon as the smoke flared up, it started to engulf everything. people started migrating to the front of the car. and at the front of the car, i don't know if people know this, but it was one of those old trains where they locked the doors to travel in between cars. so there was one gentlemen o

um new york city? yes, crime is going in the wrong direction it's been going to since before i retired and you know, you see acts of violence and things like that happening all time in new york city, especially now, but when you have an individual, that's. uh you know, smoke grenade and man's himself with a gas mask and starts to let rounds go downrange. this is definitely a coordinated type of planned attack. i don't think this is just random violence. there's definitely more to this. it's going to be very interesting to see what they do find out when they get the perpetrator when they get him in custody, and they have a debriefing and they actually get to the bottom of a motive. you think this at this point, you know what? i was just writing that subway. there are no security, necessarily in to prevent someone from going in armed with those weapons. is this going to start a new conversation about how to keep our nation. transits. secure. as well. not entirely true. when i was working in the counterter

new york city depends on the subway system being not just effective, but also safe and if it ceases to, new york loses a central part of its identity and that's i think going to be a big challenge not just for the mayor but for leaders across the city and state. >> gillian: to your point, this is gillian, this is certainly, this event is a major test for new york's new leadership. both the governor and the mayor. what do you hope they take as the next first step, by the way, got to mention that eric adams is reportedly managing all of this from covid quarantine. >> that's right, that's right, this is going to be an incredibly large challenge. i think also a defining moment for the administration, depending how this is handled and one of the things that has to be looked at going forward, a lot of talk about the fact the security cameras in the station did not seem to be working and just illustrates the importance of maintaining our technological superiority and ability to conduct these investigations through the use of technology. and i would note there has been a significant amount of

new york. i was kind of wandering your perspective on, you know, there's been great changes in how new york protects the city, especially under your watch. and in the subway system, when you have a lone actor, or maybe multiple actors in a situation like this. what does new york have that other cities don't have and how do they solve the problem of figuring out how these things are perpetrated. there's a lot of technology they have, but also the police officers is amazing at these sort of things. do y'all rehearse these things? is there technology that enables you to do this and what are the next steps at this subway stop? >> there's no city in america, probably indeed in the world that's better prepared than new york city to deal with a major incident or event such as this, in multiple locations. just looking at your own screen would explain the massive emergency response, police, fire, health and hospitals. the intense relationship that is held between fbi, special agencies is something we have worked on for years, seamless coordination, both if times of inactivity, but particularly in times like this, in

new york city's mayor is not rules out any changes to security here at subway stations in new york cityng possibly looking into metal detectors. >> you mentioned that the security camera wasn't working at the station at the time. is this a ongoing issue and maybe even public transit across the country? >> that's a great question. you are right. in fact the camera here wasn't working yesterday that. could have added so much more evidence to the case. nypd said of the 10,000 cameras across the city only three weren't working yesterday. perhaps unfortunate coincidence. this one, the one station in front of us and the one station behind us, now cbs news investigation found there have been several warnings for years about the security cameras. the problem is they require a lot of maintenance and high end maintenance. that's hard for a public group to keep up. >> it's tough ask scary for folks. thank you so much. >>> here in the bay area, security on bay area public transit has been stepped up. >> and bart's police chief is working to reassure riders. >> bart is safe. it's a team effort. we a

it's not known what links has to new york city. there are also not saying if they believe this man is, in fact, the shooter. from this morning of the new york city subway. but he is apparently listed as the person who rented this u-haul vehicle which the nypd recovered in brooklyn earlier tonight. the key for that u-haul rental was apparently found at the scene of the shooting. again, this man, frank james, is apparently the person who rented that vehicle. again, he is only described as a person of interest at this time. they are not describing him explicitly as a suspect. the nypd is asking anybody with knowledge of his whereabouts to please come forward with that information. the nypd is also said that this man, mr. james, made some concerning posts on social media prior to the attack, posts that were about new york city. some of which apparently focus on new york city's mayor, eric adams. we don't know exactly what he said about the mare, but his remarks about the mayor were described as concerning and the nypd responded to the c

this is an active situation right now in new york city brooklyn, new york, is the epicenter of this attack, but jim, you're absolutely right, we don't know if this one person acted alone. certainly, it wasn't a random act of violence as has occurred in new york city, more and more over the last couple of years. but it seems as though this person was very clearly planning to take this attack out in the subway station and was table to get out. right now, jim, what are officials doing to. it where this person may be? and he could be home, he could be watching the news or planning a subsequent attack. >> what they're doing and what they need to do is get that information to the public. the post-offense behavior is what we would call it. you know, we split the crimes into three tlooinls. pre-offense behavior, that's the planning, the preparation, the desire, the gathering of materials, equipment. then we have the actual attack, where the scene unfolds in the sea. the shooting occurs, and we have the post-offense behavior, which is the escape, which as frank described, and he's absolutely right,

when it comes to this shooting is that it is going to discourage more people from the revival of new york cityere discussing. i'm curious about the other deterrent when it comes to new york city, and that is rising rates, at a time when you have a pretty decent housing boom coming on the backs of the pandemic. tell us about the future of housing, not just in new york city, but across the country. bess: we could see a slowing down. we have seen that already in other regions because of a lack of supply. places like connecticut and florida. we have seen a slowing down and rates are taking up and inflation, as you were talking about in your earlier segment. we may see a slowdown of discretionary spending, but the housing market, in my view, continues to boom. people continue to buy and believe in the home buying process. so, we will have to see what happens, for example, with the war that russia waged against ukraine. how that will play out. we have seen gas prices going up. we have no more peace dividend, which is unfortunate. we are going to have to see. i think there is nervous energy. we see t

there are literally hundreds of people who live in new york subway tunnels. so in a city subway system like new york has, what are the additional complications that investigators are working with right now? >> well, certainly there will be a number of complications, but we cannot underestimate this, and i agree with former commissioner bratton, that it's just a matter of timer who this person or persons are are brought to justice. let's not underestimate nypd and the number of resources it has gathered since 9/11 and when that city became a target of the attack apt that particular moment. many assets were brought into that city from that day forward. we've had advanced technology. we're able to utilize technology and share intelligence information in a way that we have not been able to in the past. so by a couple cameras being out it's not going to make or break this case. what's going to make this case is that there's other technology out there, still an ensuing investigation that is going on. there's old-school investigation where you just have to go heel to toe and tal
