japan has decided to send self-defense force personnel to quake hit new zealand. the deployment was ordered on wednesday in response to a request from the government. the personnel will leave japan along with other officials on wednesday afternoon with medical and construction equipment? they include english language school students. the government aircraft will be used to bring injured japanese citizens back home. >>> japanese experts believe tuesday's earthquake is an aftershock. the magnitude 7 earthquake that occurred seventh months ago was west of tuesday's quake. more than 160 aftershocks have been recorded since that time. the research institute explains that new zealand is prone to earthquakes because it is located where two plates collide. a seismic engineering specialist says that the quake caused more damage to brick buildings than other structures. >> translator: old buildings made of brick or supported by thin pillars easily collapsed after being shaken from side to side and up and down. researchers stress the need for counterquake measures for brick

dozens more are trapped in new zealand. let's stay with the situation in new zealand. we will talk to a reporter. one of the worst affected by the earthquake. we spoke to you an hour ago when you were telling us about a halt in the rescue operations at the building. can you update us? >> the short time ago it did look like this was about to resume. unfortunately that is not the case. what we thought was the rescue teams moving in. one of them may -- it is in danger of coming down. it has twisted itself on its axis and it is slumping into its foundations. it is hard to explain. sort of a multistory building. it is angular and twisted at the moment and there is a great cloud of smoke around it. we're expecting it to fall down any time now. i do understand that the streets have been cordoned off and people have been ordered out of the vicinity. for a couple of blocks. we are standing by here in the central business district. the recovery operation will resume. we are waiting because if there any more survivors trapped in these piles of rubble. >> while we are speaking to

there's been a major 6.3 magnitude earthquake in christ church new zealand. there are collapsed structures, a number of people dead and seriously injured. the quake occurred just southeast of the city center at a fairly shallow level. one reporter for radio new siouxland described the scene as looking like a war zone as police cars and ambulances rushed in to take care of the victims. here's part of the broadcast. >> we have water mains burst, we have surface flooding. we've got buildings damaged inside and out. we have the hospital evacuated, people possibly trapped in buildings and reports of serious, we think, injuries. >> we just don't know if there are people under this rubble. >> rocks are falling down outside christchurch. this giant rock has just fallen on the building and you can see it's crushed the building there. it's terrifying. >> reporter: new zealand authorities say some damaged hospitals have been evacuated. the exact number of casualties tonight is unknown. officials are still assessing the situation. and the latest tonight from christchurch,
