i was involved as a state prosecutor with the oversight of the newark police department. i can tell you firsthand, it makes a real difference. here's one example. as late as 2016 the newark police department, major metropolitan police department, was not using body cameras. as a result largely of this doj investigation and monitorship, they now like every significant police department, have body cameras on all their patrol officers. that's a big difference right there. >> can you remind us one more time. what is the minimum derek chauvin can get and what's the maximum? >> the maximum is 40 years. this is a really unusual situation because minnesota has the sentencing guidelines that recommend a sentence of only 12 1/2 years. i know it's kind of hard to believe someone could be convicted of two counts of murder and a count of manslaughter and only be recommended for 12 1/2 years but those aggravating factors that the judge just talked about, those -- if the prosecution succeeds on those, they're going to drive the sentence up from 12 1/2 up to a cap of 40. so, what the jud

my younger colleagues in newark colleagues and few of the season colleagues begin to believe in the early '90s that we could be a majority. in 1994 with the contract with america newt gingrich being our leader at the time we became the first republican majority in 40 years of the u.s. congress. that was a number for leader in the house and served there for four years, newt gingrich left in 1998 and i got bounced out of leadership because people thought i was too close to newt gingrich. but as chairman of the workforce committee one of the most compelling jobs, i was the chairman of the committee and we dealt with education policies, workforce policy and we came successful in working my democrat on a part in the senate, senator ted kennedy. the press used to call as the political book kids but when i came to no child left behind in the lot of other policy efforts, ted kennedy and i could work out almost anything. he was liberal and i was conservative but we both wanted to get things done on behalf of the country. in 2006 i became the majority leader, we lost the majority at the end of 2006
