says the wall of hesco barriers in newbo had to go up on a flat, paved surface. so the city built it down 16th avenue. that left about five buildings, including three active businesses, on the "wet" side of the protection line. kcrg t-v nine's dave franzman is live in the newbo district. dave, one business owner insists the city could have protected all of the bruce, tornado's grub and pub is maybe 20 or 25 feet away from the hesco barrier that kept the newbo district dry except for some water seepage in basements. but owner tom slaughter still insists the city could have included all occupied buildings in that safety zone. protection line now. slaughter and his family members were busy removing his own line of sandbags and plastic sheeting. he says he only got a foot or so of water in the basement and should be able to reopen almost as soon as businesses on the dry side. and he continues to insist the city could have put the line of hesco barriers on fields behind the handful of buildings here and protected everyone. city leaders held a news conference on the flood projections. t-v nine's dave franzman was there and joins us live from the newbo district that flooded badly eight years ago, and has since been rebuilt. dave, how's the city preparing? bruce, the city of cedar rapids has a complete playbook listing how to respond to different flood events on the cedar river. it was adopted and refined after sandbagging will eventually be part of the response everywhere but newbo market operators wanted to start early and put out a call for any volunteers to join the effort. one of the first steps in the plan is to get equipment into place ahead of time if possible. in low-lying areas, crews have put pumps in place and also forms that keep storm water in the streets from overfilling the sanitary sewer system. as the river rises, barricades on streets likely to flood will begin going up. at the first of what will be a daily news briefing during the flood danger, city leaders urged caution.
