[reading names] thank you. >> they he for allowing me to speak. my name is augie. i am a dj and a seven-year resident of san francisco, a long-time visitor to the city. part of the reason of coming to the city is to come to ray's so i definitely have a history here. i definitely do not want to see it go away. i witnessed firsthand what effect these events have on the youth. in santa barbara, where i threw these events, i sought a youth that did not have anything else to do greatly affected -- i saw a youth. positively contributing " to our community in san francisco. i think there is definitely a safe way to hold these events. i think harm reduction is key to doing that. defining that is hard, and i know the move to make that happen is hard. you cannot control what people are going to in just before they walk in the door, and that obviously is scary. i know places like canada do take a harm reduction role with partygoers to make sure that they a

president newlin: ok. >> sean manchester was my neighbor, and we were next to the bar, and he and his wife used to live on the street, as well. they were very nice neighbors and also very responsible operators, and also another. so i just wanted to speak in favor of chamber and look forward to being able to visit it at some point. the beat box is in a space that has been an ongoing challenge, although in the last couple of years, it has spent more time closed that it has opened, which i do not think is good for anyone, so sometimes last year, i think there was a dialogue with my neighbors, and we welcome that, and i was hoping to be able to come here tonight and say that we had done sort of the preliminary sound check, so we could go in and say, "hey, we are actually ahead of you, " so i am surprised to see on tonight's agenda, and the last dialogue i had with him was back in january, and i was checking on progress -- assuming that all of their soundproofing issues were taken care of, and a real sound chec

president newlin: yes? vice-president joseph: these were things that were brought to the commission, tougher, correct me if i am wrong, six months ago? in september for our review. we have looked at them. we have taken them under advisement. the person of -- purpose of having a hearing at the entertainment commission for this object is to have an open discussion between commissioners and the public as to all of these conditions and best practices as proposed by the police department. this is not -- it is for everyone's participation. in no way is this going to -- i do not know. i guess that is the end of my comment. it is for everyone to weigh in on. this is one of the ways we have our democracy, everyone having their say, so this department gets to have their say, and the commissioners it to have their say, and the public gets to have their say, so this hearing is an important part in how we do things, and i just, i will appreciate it if people do not vilify this commission and its staff for taking up the

president newlin: thank you. >> hi, thank you for hearing us. my name is -- i am what i guess everybody here would call a waver -- raver, and in the last 12 months, i have attended over 100 events. to say the least, i would say i am pretty actively involved in this scene. i have come here today because we see the this has posted a problem and posed the opportunity for our events to not happen anymore. the biggest thing that i would like to do is show you a positive this community in this group of people have been on my life. i have spent the last several years dealing with several depression issues, and those are things completely unrelated to the scene, but since i have started, the people i have met in this community that made me happier, and they have made me feel like i matter. these events change people's lives in nothing but a positive light. i grant you what most -- bring to you these. each of these is a gift from a different person, including blood relatives of mine and people but i will spend the rest of

president newlin: commissioner meko? commissioner meko: i have a friend who lives next door to a nondescript club, and on occasion, the club becomes so low that he does call the police. twice, the officer has told him, two drops officers have told him that if he does not like the amount of noise at his place of residence, maybe he should think about moving someplace else. can you explain how you try to balance this with the officers? we certainly do not what the police department on a jihad against the clubs, but at the same time, i do not think we want to see residence, even poor residents, sro hotels, get that type of response. >> absolutely not. they have specific rights under the law to the quiet enjoyment of their home. having said that, we know in a densely populated city like san francisco, where there are 4000 licenses and god only knows how many permits, we have to coexist. i cannot speak to those exact comments, because i have got to tell you, there is usually an underlying story. i appreciate that you know thi

president newlin: commissioner meko? commissioner meko: i may have missed this, but do you intend to hire outside promoters? >> we have contact with outside promoters, that they bring a good product to the community. there are other venues, as well. we will have an outside promoters, yes. commissioner meko: ok, is that consistent with what you said earlier about putting the restaurant first? that would make the entertainment first? >> we are trying to establish ourselves from 5:00 on. promotions will, on friday and saturday. 10:00. last couple of hours. normal lounged hours and then continue. we do tend to not charge of the door and just seven open policy to get the neighborhood involved to just come in freely. mr.? >> if i could add to that, there seems to be an idea in san francisco where the word "promoter" and "antichrist" are synonymous. this year francis drake hotel has promoters, at least three or four nights a week, and those are restaurants, but, for some reason, if you have invitations sent out by d. j. donovan

president newlin: we appreciate it. >> hello. my name is courtney, and i am a resident of san francisco. there is no easy way to say this, but right before i turned 16, i tried to kill myself, and when i got out of the hospital, i did not want to die, but i did not want to live either, and then i went to my first rave, and that changed everything. i found a loving community, whose credo is peace, love, and respect, and i learned how to dance. the rave scene and the electronic scene in general, i can say that it has been nothing but positive for me. i am proud as a student at the university school of law. but i even met my life partner of seven years at a rave. it has made me a better person. san francisco is amazing partly because of the electronic community. the electronic community is in san francisco, which is not anywhere else. please, do not let reactionary forces the other affecting so many places take root here in san francisco. please guard our rights for assembly. when i first became part of this, we had an organization

thank you. >> hello, president newlin and members of the commission. i am a native and resident of napa valley. i journeyed here tonight because i wanted to speak and have my voice heard. i actually attended lots of events in the city. i buy tickets for the ballet and symphony every year, and i go to a lot of electronic dance events. i probably have to say that i have met more giving and open people at those events than the others. the people at these events actually come up to you and talk to you. i have got friends who cover the range. that is what is great. i have friends now that are teenagers, as well as funds that go to these events that are in their 60s. i have met them all during these events. i think it would be a shame. really what we are talking about is a community. this is the idea of community. there are so many other events that are demographically narrow. these are actually events where we bring the whole community together and we actually can pass on to the younger generation, and the older generation gets to interact with that younger

[applause] president newlin: just come right up. >> my name is monica salazar. i am 37 years old. i think you for allowing us to have a voice today. i just recently moved to san francisco, but i have been coming to the city to dance music events for many years. i absolutely love it. it is part of my life. i grew up in the '90s, going to ucla. i lived in l.a. and was quite frightened by the raves because i did not do drugs and thought it was a crazy scene, but i love the music and always held let close to my heart. as i became older and let go of the fears and judgments of people and allowed and embraced that community to come into my life, i was able to appreciate people that actually produce these events and bring international deejays to the u.s., and became very close with many of the deejays and the production crews and the laser and lights and staging people who put on these amazing productions we all love so much. i co-founded an organization called dna, which stands for electronic music alliance, with can jordan from the crystal method and my friend janine. we do many thing
