with the storm moving slowly the first test of new orleans' new levee system is yet to come. >> reporter: right now the worst spot as far as flooding and danger to people appears to be plaquemines parish, louisiana south of new orleans. the storm surge from hurricane isaac has again over a levee there. a spokesperson says water is running over an 18 mile stretch of the levee and some homes are flooded. deputies are going house-to-house to look for people who stayed, ignoring evacuation order. there are reports of people on roof and in their attics. not known how many are trapped hundreds of thousands are without power just in louisiana. the storm ripped a hole in his roof. >> the same kind of damage we received on katrina. i'm just blown away that kind of damage from this supposedly category 1 storm. >> reporter: since katrina fema has upgraded the levee system in new orleans to the tune of 10 billion dollars. the leave the water is pouring over in plaquemines parish was not included in that project. the parish president says they were spending their own money to improve it, they needed
