new videos as "world news" begins. >>> good evening. as we come on the air, millions of american families are trying to recover from a devastating blow, superstorm sandy. at this hour rescues are under way, families being plucked from waterlogged homes as the images of sandy's fury pour in, and just watch this tree. there it is. upended from the earth by the soaking rains of this storm. cars in lower manhattan tossed like flotation devices. and as sandy marches west, it's whipping up monster waves even on lake michigan. so here is the big picture at this moment, 14 states with cities and towns underwater, and in places the water is 8 feet deep. and another night of darkness for millions of people, the new york city skyline in shadow. nearly half the island has no power at all. 8 million people in 18 states in the cold and dark tonight. and our extreme weather team is fanned out across the storm zone. abc's alex perez starts us out in little ferry, new jersey, still underwater, rescue is under way right now. alex. >> reporter: well, dian

want to get to breaking news that's happening in new jersey, bergen county, new jersey.ld there's a dam or levee break. there's been some kind of breach and people in three new jersey towns have been affected. apparently the break happened at some point after midnight in bergen county. authorities say they might have to rescue a thousand people. the towns are moonachie, also in little ferry and carlsbad as well. there's been a breach. every single street we're told in the town of moonachie and little ferry have been affected. four to five feet of water in the streets. moonachie has a trailer park, parentally. people are standing on roofs waiting for help. the new jersey state police are helping in rescue and the bergen county office of emergency management, they're using boats and high trucks to pluck some of the people off the roofs of that trailer park that has been affected. that is a dam or a levee breach. it's unclear and they believe it might be from the hackensack river. we're trying to work to confirm those detail. we do know it could be a thousand people across

now you know before i came to abc news i covered new york weather for 25 years. have never seen water in lower manhattan. there is water now on the streets in lower manhattan. let's show you where this storm, by the way, is going to make its move once it's now on shore but follow this and it's very difficult to see where the center of the storm is but it's practically right on that jersey shoreline but then this storm continues to be a problem even once it's on shore. kind of stepping into that pennsylvania border by the time we get to tuesday. then spins tuesday almost all day tuesday in pennsylvania. then wednesday, almost all day wednesday into thursday in western new york state. each one of those areas will have tropical storm-force wind gusts and still some heavy rain and flooding to be delivered with this storm. and it was an amazing little surprise that sandy had in store for us when at the very last minute almost like going for the finish line sandy made a motion straight for the jersey shoreline almost doubling its speed. the east coast is being pummeled

we have some important news. health news here for women. some expert are out with new guidelines meant to protect women from cervical cancer. >> there will be anne estimated 12,000 new cases of cervical cancer in the u.s. this year. a third will be fatal. as for new guidelines here is abc's dr. tim johnson. >> reporter: cervical cancer has declined more than 50% in the u.s. over the past 30 years because of increased screening. and the american college of obgyn has made a big change in its cervical cancer screening guidelines. it now says that women between the ages of 30 and 65 should get pap tests, accompanied by screening for the human papiloma virus only once every five years. the college continues to recommend getting a pap test every three years for women between 21 and 29. and does not recommend cervical cancer screening for women under 21 even those who are sexually active. but the college does stress that women should be vaccinated against the hpv virus that causes cervical cancer. and just because women don't need a pap test every

the worst of it is in new york, new jersey and pennsylvania. right now i want to bring in dillon dryer. thank you for joining us. just run through a brief outline of what's going on. give us a sense of the depth and the duration of what we're facing here to clean up and face this catastrophe. >> unfortunately, the duration is going to be the big story because the storm's not over yet. even though conditions are getting better, i'd say just because the winds are calming a little bit and the rain is letting up, the storm is still producing tons of snow back through west virginia, tons of rain, back across portions of pennsylvania, into new york state. so, now we're going to start getting into more of a river flooding situation. so, it's transitioning from a coastal problem into an inland issue. and even out through the great lakes we're seeing winds gusting up still near 30, 40 miles an hour. we're seeing record wave heights on great lakes region and it's producing delays at chicago. it's producing delays in cleveland airports. we are going to se
