i have been looking at different studies from five years ago from mayor newsom's administration to other bike strategy proposals by the mta and even surveys by the san francisco county transportation authority that show that 2/3 of the city want significant increases in bike funding and 1/2 of those surveyed by the transportation authority want aggressive increases in funding so we're here today kind of thinking about the demands from not only bicycling advocates but the vast majority of the people in the city as well and we are looking at this report that compares us to other cities and if we like to think of ourselves as a bicycle city and seattle and portlandia and even minneapolis put us to shame and i hope we put our money where our mouth is by the end of this hearing and follow up as well. we spend less per citizen versus these cities and this is all in spietd of the fact that biking as a mode share is greater here than those cities and many cities throughout the country. this year we suffered and felt the consequences of inaction as a city with bicycling and many deaths and emily'

in may 2008, san francisco opened the office of small business, under the leadership of gavin newsom, under the urging of our small business leaders. the mayor heard there was a need for the community to have a small office to help the needs of our small businesses in san francisco, help them understand and navigate the complex structure in getting a business opened within the city and county of san francisco. initially, primarily, we were going to be about helping you understand licensing and permitting requirements, but, really, shortly after we open our doors, we understood that we were also, as a government entity, a place for people to come when they want to know about loans, about writing a business plan. where to go to do that, where to go to get assistance. we are also a resourced. when we do see people in our office, many of them are a year or two out from even opening their business, so we will ask them what their credits for is, have they done their business plans, do they know what they're capital needs are going to be, how much money they have, how much money they are goi

the first was legislation that i worked on with mayor newsome to essentially establish as a city goal the fact that we should move forward open data. what we found, though, was that a lot of agencies only wanted to display those data sets that showed their agencies in a good light and i think what we need and what we want to focus on are data sets to show us what we can work on, what we can improve and how to deal with and tackle our city's challenges. the second piece of open data legislation that i authored and was happy to work with mayor lee's administration on established a number of more proactive steps in moving in an open data movement. it called for the hiring of a chief data officer. it called for the establishment of open data standards. it called for data coordinators to be established in city agencies throughout city government. but none of these things after many, many months have occurred and this is why supervisor farrell has moved forward with his legislation. i do hope that all of the agencies throughout the city that have data can understand that we are serious abou

. >> but if you're linked to the federal hub, don't newsom ways pick up some of the problems that they have in the federal hub with security or not? >> not that i'm aware of. my understand something that the tests that we passed make us like other states unique to our state. so i believe in fact that we've got that pretty well managed. >> if the federal is working well, if you think they're secure, why do you even want to diskent from them? >> it's to provide a back up. it's a contingency plan, where there may be maintenance, where there could be an error, where it could be going down. we're trying to be as self-rely and the as we can and make sure that our customers can keep enrolling in coverage when they want. >> i think there are ten states that have done the exchanges. and yours is one of them. i'm curious, when you hear that the federal system may have enrollment problems, a third of the people who signed up may not actually be enrolled, what do you think about that? >> well, what i think mostly is how things are working for connecticut. we've done extensive testing of our system
