lieutenant governor newsom is making this proposal, he is announcing it this morning at the 101 california building in san francisco because this was the scene of a mass shooting back in 1993. let's take a look at some of the provisions in this measure which could make it on to next year's ballot. it would be up to voters to decide. it would create new rules on selling ammunition including background checks. it would ban the possession of magazines more than 10 rounds, require anybody who has them to get rid of them possibly selling them out of state and it would crackdown on people who own guns illegally because they have a criminal record. this measure would require about 366,000 signatures to qualify for the ballot. california already has some of the toughest gun control rules in the country. as the debate continues on a national scale, here is republican candidate for president ben carson. >> specifically, in case of an invasion by foreign power the people will be able to aid the military. and also, if we have a time when we have, um, the wrong people in office and they want to dominat
