and governor gavin newsom signing is oil and gas proposal today. but state assembly members, they have mixed feelings about it. >> all right. on to our next story here. after weeks of hearings and debate today, the state assembly approved governor gavin newsom's proposal on oil and gas officially sending it to his desk for signature news of his long promised his plan will ultimately lower prices at the pump. but some critics, including those in the oil industry are skeptical. our capitol correspondent eytan wallace joins us with reaction. >> well, governor gavin newsom's oil and gas proposal is now on his desk after it passed the assembly earlier today. primarily by a party line vote. here's a breakdown of the legislation. newsom's plan will allow the california energy commission to require oil refiners in the state to hold minimum fuel reserves doing so. the governor argues will result in more fuel supply, which in turn will lead to lower prices at the pump and prevent price spike. should refineries have to temporarily go down for planned or unpla

the homelessness problem could be a similar issue for gavin newsom.: let's turn to something gavin newsom did sign which is a ban on legacy admission preferences for states, public and private universities in california. california already bans racial preferences but why go after alumni legacy? >> this is a blowback from the supreme court racial preferences decision. the left, in a footstomping exercise, said you are going to get rid of racial preferences, we will get rid of wealthy legacy preferences. there should be a distinction between public and private universities. the california bill bans legacy considerations in bold, but there needs to be a distinction. public universities are funded by the taxpayer. that's a valid place to have a debate about this. private universities very much depend upon their alumni for their endowment money and ability to operate. it's not all wealthy, everyone thinks of the ivy league but there are smaller universities for him that money is important and the legacy issue. the occasional nod produces a lot of loyalty f
