kpix 5 reporter lisa chan is in the newsroom with details on the new plan. lisa. >> reporter: san francisco supervisors just passed a plan tuesday to open six new homeless shelters within the next two years. this unanimous vote comes after three months of controversial negotiations over supervisor david campos' homeless shelter legislation. the original proposal would have required the city to open six long term homeless shelters also known as navigation centers, within a year. a navigation center allows people to bring in all of their belongings and companions as they look for permanent housing. the centers would have also included a wet house and safe injection site which means people could drink and drugs there legally. in april supervisor campos says something needs to be done to address the homelessness problem. >> we know that there is an increase in the number of homeless about 4% increase but beyond the numbers, i think qualitatively it's bad. >> mayor leo posed the idea of a -- lee opposed the idea of a safe injection site and no way they could open

kpix 5's jackie ward is in the newsroom with the growing web of people implicated. >> reporter: the name of this deputy hasn't been released yet. this is just the latest in an ongoing sex scandal involving many police officers from various cities. oakland has launched five investigations. two officers resigned so because of that, the two investigations are dropped leaving three active investigations. kpix 5 reporter da lin has been covering the story extensively and spoke to celeste guap after an interview with police friday afternoon. she said she had sex with dozens of cops in the east bay most of them from the oakland police department, three of them when she was a minor. [ pause ] >> at the time, you were a minor, you sounded like you were a victim. >> at the time, no, i was happy to, you know, wow, you know, these men in uniform, you know? giving me protection and -- >> she said she slept with at least 31 current and former police officers in total. in total she said she had sex with officers from oakland, san francisco, richmond, livermore, stockton, alameda county sheriff's depart
