utah has hosted the nga before, but it has been a long time ago. in fact, so long ago i would mention it was the year that chuck yeager flew faster than the speed of sound. television was in its infancy and "meet the press" made its television debut. jackie robinson broke the color barrier in baseball and there were only 48 states in the union. it is also a year that was a near and dear to my heart because it was the year i was born. the year was 1947, which was the last time we had the opportunity to hosts the national governor'' association. it is safe to say that things have changed significantly since that day. we had a few hundred thousand people in utah, and now it is one of the fastest-growing states in america. we have just under 3 million. so things have changed, but we have learned a lot of things. our hospitality in the west is still as great as ever it has been. we had an opportunity to host the world with the 2002 winter olympics and we are looking for to welcoming the national governors' association next july 15 thru july 17. we hope

nga is a consensus basis, bipartisan organization.on ground as we did when we sent a bipartisan letter on fmap. i would say this, as jos said, flexibility is key. for some states, it is important, and less so for other states. other types of federal assistance may be more beneficial. the extent that congress can give us flexibility in healthcare in particular, that would be of benefit to most of the states. >> we always extend an invitation to the president at our winter meeting in february. in my eight years, we always have met with the president and a number of members of his cabinet at the white house. we have a very extensive two or three are meeting in february. we extended the invitation this time as we always do. presidents and gentlegenerally e to the summer meeting, and i am not expecting him. >> [unintelligible] what still needs to happen to break the cycle? >> working out of what is called the great recession, it is the longest and deepest recession in our lifetime. we know that the economy has ups and downs, and governors

we have done a lot of good work with you and with the nga staff to prepare with you and to make sure that the program under jim and joe's leadership is a rich and substantive, and that the time outside of our meeting time is fine. there is a lot to like about boston and the commonwealth, and we invite you to take advantage of it, consistent with your responsibilities inside. i know who you are. i invite you, as i have on more than one occasion, to take advantage of the many restaurants and shops and other attractions historic and cultural that we are famous for enriched in here in the commonwealth. we're looking forward to a terrific series of conversations, both in the plenary sessions and our private conversations which are always so great, and welcome to let us know if there is anything at all that you need great great to be with you. particularly atnga -- particularly at nga. i was brought on to look at the commission that did great work mandated by congress on reorienting and refocusing and bringing the vision to life of what the original founding fathers and mothers had in mind. i learned a great deal the hard way about how to forge cultural change in a large bureaucratic institution, which is the case with nga. i'm very proud of how nga has evolved and it is moving to a new campus and will further bring that cultural change about. there is indeed a unique culture in the intelligence community and there are, in fact, subcultures very much built around the trade craft that each of the so-called stovepipes foster. that term is often used pejoratively, it is the source of the trade craft which allows us to conduct those very important endeavors. the trick is to bring them together. to synchronize and mash them and bring together the complementary attributes each one of those skills sets bring to bear. there is an important dimension and you are quite right

major employers to help hold down health-care costs, and we're grateful to have your thoughts at this nga meeting. i next speaker is an economist with a great deal of experience in the delivery of health care across the country. dr. david cutler is the professor of applied economics and the department of economics at harvard university. professor cutler was the senior health care adviser to senator obama's presidential campaign, served on the council of economic advisers and the national economic council during the clinton administration. professor cutler has held positions with the national academy of sciences. it is now what the bureau of economic research and a member of the institute of medicine. profsor cutler is the author of of " your money or your life: strong medicine for america's health care system." let's have a great welcome for dr. david cutler. clapper as head the nga -- his candor, his st. paul ordinance, his willingness to tell it like it is not the way the top brass wanted to hear it, i thought that was refreshing and enabled us to work very well. in his job, i think he will be able to speak truth to power, which god knows we need, and he will speak truth about power, which we also need. and i would hope that it has -- we don't know if we won a military guy hitting the dni, mr. clapper, he left the military service in 1995. he does not come with an extensive military staff, and i think he is going to -- he is probably the best qualified to do this job because he is not only been a nighthawk standing sentry over the united states of america, but he has run in intelligence agency and he had their run -- had to run with dramatic leadership at the top. i think we ought to give him a chance and i think we ought to hear what he has to say today. i acknowledge the validity of the questions the chair and the ranking member has raised, but i think we would do well to approve g

host: also up for discussion in the nga meeting in boston is public and higher education.n utah you've established the governors education excellence commission to examine utah's school system with fresh ice to focus on the entire menu of education, including higher education and charter schools in order to implement statewide reform and long-range planning. what are you going to be telling your fellow governors about this education excellence commission and how it is working in your state and what they might be able to learn and use in their states? guest: well, i believe you're going to find solutions to challenges that you have. clearly getting stakeholders that have an interest in the issue ought to be brought together around the table and there needs to be a bipartisan effort as it were with republicans and democrats. in my state we have some unique situations which are in fact different to our state, and unique to our state compared to others. one, we have the highest birth rate in the nation by a significant margin. we have the youngest population in the nation. our

recommendation, 14 of the 18 votes, a very diverse group of people from different walks of life, perhaps nga would care to endorse the process and urge the congress to support the recommendations of this bipartisan commission as an important step to get our fiscal house in order. i do not know how you would feel about that, but i think we have expressed a lot of support for the work they are doing into the need to move towards some fiscal stability in the country. but if there is interest in that, we could draft a letter and circulated during the coming months and move forward. why don't we do that? well, this is been a great discussion with two great americans who have stepped forward to undertake a very difficult task. i know all the governors are grateful to you for doing that and wish you well on your deliberations, and we want to be here to help. we are all in this together as we serve to improve the lives of the people of our states and make sure that future generations can bear a fiscal burden that is not a precedent. thank you so much for being with us today. it is great to have you.

for one year but aren't going to help two, three, if this downturn is going to be as extended as the ngahings and some others think. >> you're correct. in south dakota we have a requirement that we can't bor of money so we have to balance our budget. we have the same amount in our reserve accounts as we did in 2003. we have maintained our status as having the lowest taxes collected per capita as any state in the nation. it's not easy to do it in some cases there's an offshoot. this year we took about $9 million away from higher education. part of that's going to be offset because they can raise tuition. so this year tuition in south dakota for our state-supported schools will go up about 4.6%. >> yes, sir. >> in the last two years we didn't raise taxes to balance the budget but we did have to change the administration of education because we were pouring more money into it. we had to consolidate school administrative driction. we went from 152. the goal is to 80. this has been a political contest of wills but it was taken to a public referendum. we hope it will pay dividends over time. b
