utah has hosted the nga before, but it has been a long time ago. in fact, so long ago i would mention it was the year that chuck yeager flew faster than the speed of sound. television was in its infancy and "meet the press" made its television debut. jackie robinson broke the color barrier in baseball and there were only 48 states in the union. it is also a year that was a near and dear to my heart because it was the year i was born. the year was 1947, which was the last time we had the opportunity to hosts the national governor'' association. it is safe to say that things have changed significantly since that day. we had a few hundred thousand people in utah, and now it is one of the fastest-growing states in america. we have just under 3 million. so things have changed, but we have learned a lot of things. our hospitality in the west is still as great as ever it has been. we had an opportunity to host the world with the 2002 winter olympics and we are looking for to welcoming the national governors' association next july 15 thru july 17. we hope

nga is a consensus basis, bipartisan organization.on ground as we did when we sent a bipartisan letter on fmap. i would say this, as jos said, flexibility is key. for some states, it is important, and less so for other states. other types of federal assistance may be more beneficial. the extent that congress can give us flexibility in healthcare in particular, that would be of benefit to most of the states. >> we always extend an invitation to the president at our winter meeting in february. in my eight years, we always have met with the president and a number of members of his cabinet at the white house. we have a very extensive two or three are meeting in february. we extended the invitation this time as we always do. presidents and gentlegenerally e to the summer meeting, and i am not expecting him. >> [unintelligible] what still needs to happen to break the cycle? >> working out of what is called the great recession, it is the longest and deepest recession in our lifetime. we know that the economy has ups and downs, and governors

particularly atnga -- particularly at nga. i was brought on to look at the commission that did great work mandated by congress on reorienting and refocusing and bringing the vision to life of what the original founding fathers and mothers had in mind. i learned a great deal the hard way about how to forge cultural change in a large bureaucratic institution, which is the case with nga. i'm very proud of how nga has evolved and it is moving to a new campus and will further bring that cultural change about. there is indeed a unique culture in the intelligence community and there are, in fact, subcultures very much built around the trade craft that each of the so-called stovepipes foster. that term is often used pejoratively, it is the source of the trade craft which allows us to conduct those very important endeavors. the trick is to bring them together. to synchronize and mash them and bring together the complementary attributes each one of those skills sets bring to bear. there is an important dimension and you are quite right
