[laughter] i will try to be brief. i know i can learn in law more from the governors than they can from me. rom the governors than they can from me. he has tackled some really terrific issues i never could have imagined dealing with. he has gotten them done, and everyone still likes him. he is a tremendous leader. were both here 1984. they finally reunited about 15 years ago, and i invited kerry to come down and we saw that reunion. it has been good to see terry. if you have been here in 1984, minnie pearl would have welcomed you. some of you won't remember minnie pearl. she was my neighbor. she lived next door. to livean for governor next door to minnie pearl. she had a hat on and it had the price tag on it. she would have said, i was riding in an elevator, minding my own business, and this tour is to from kentucky gets on. saysoks me up and down and , has anybody ever told you that you

for five years, the nga worked on that agenda. president bush had a national summit. about voluntary national standards. awas education secretary couple of years later and i remember writing president bush this opinion about, i'm not being partisan, i'm just telling you the way it is, the democratic education bill -- i said i recommend you veto it because it creates at least the beginning of a national school board that can make day-to-day incisions on textbooks, classroom materials -- a federal recipe dictating how to operate a local school board does not make schools better. that was 1992. moving forward rapidly in 1994, states had another summit in 1996. you had governors of both parties. we need national standards. in 2002, no child left behind. still states had the ball. 43 states worked on common standards here at 34 worked on two sets of tests. kentucky could pick one. ohio could pick another. 44 states did, and accountability standards. thecombination of race to top and waivers for no child left behind have created a national school board. the u.s. department

the recession started with a number of the nga staff. i think you have to crawl before you walk here. sf you go back to two industrie that have gone on similar journeys -- you look at financial services and retail. both have kind of gone through a very fragmented, data rich in iron man. -- environment. they apply analytics more aggressively to get predictive information. getting predictive information is going to be a 10-20 year journey. we have to identify the pools and stand up first to get the busy and then become predictive with where we believe is mrs. are headed and what their needs are. it is going to be a 2-3-step process. this is a 10-20 years journey. you do not have to look any further than industry to see how they have evolved over time. thank you. >> governor herbert? >> thank you. thank you for being here and talking about an important issue. i had the opportunity as governor of utah to meet with many of the ceos in our state. we meet with different sectors of the economy, try to stay in touch with what their concerns are a
