they are all part of a crime that unfolded in philadelphia's nicetown section today and the suspect is still on the loose. george spencer pieced together just what happened. >> reporter: at 2:19 this afternoon surveillance cameras captured the white suv speeding through a stop sign just 15 seconds later that same suv backs up with clear damage to his front bumper and takes off. in that short time witnesses say the driver mowed down 24-year-old beatrice spence outside of her home. >> she could have had kids. do you understand what i'm saying? she could have had kids. >> i heard a car roar up and then screaming. >> reporter: jason said he heard the car reverse and sped away. the victim was left injured on the sidewalk. at least one of her legs severed. >> i thought she was dead. you know she was not responsive. >> reporter: in the chaos that followed, spence's relatives rushed her to the hospital leaving a pot burning on the stove. as investigators worked outside, the victim's family home caught fire and damaged so badly tonight it's unsafe to enter. friends and relatives tell us spence'
