hans nichols joins us from berlin. what does this mean for the rest of europe? thoughts about angela merkel and her policy in general very much at the center of what is going on in paris right now. >> it was at the center of what is going on in paris and also the center of some personally acrimonious comments toward the german government. if you think francois hollande's only goal is to spend more, to break the austerity pledges, to spend more than 3%, it would have been difficult to do that acquiescence if he continued to have month average in his cabinet when he was lobbing grenades into germany. you look at the three big situations that are taking place right now. germany is clearly slowing. it is not contracting but the animal spirits are not taking off. the economy has slowed down. two, the geopolitical risk is acute. ms. merkel was clear about that over the weekend in ukraine. don't expect a breakthrough. the overall geopolitical outlook doesn't seem to be primed for a takeoff of the economy of the recovery. the third one is the one that is really in quest

hans nichols has the story behind the numbers. talk us through it.y hit by currency swings. currency swings in russia and turkey and result. yes, it is a 20% drop. the expectation was for a 25% drop, so it might not be as bad as many analysts were expecting. you look at underlying net income, which is what e.on uses secular dividends. -- to calculate dividends. clearly, a beat. sales down. overall, slightly negative position. but it was not as bad as the expectations were. they confirmed their outlook for growth. it is still on the downside. not as bad as many were anticipating it to be. what we have is a company in transition. they have tried to get out or expand beyond the german market with all of the energy changes and a shift towards renewables. they are looking for areas like russia, turkey, and brazil. thathappen to be countries have been hit by currency swings. some say the growth will be slowing in turkey and obviously in russia. that will have a negative impact. the company is trying to make the switch. the numbers are not great. a are not

hans nichols joins us now first there was a u.n. security council meeting and then president obama spoke. in terms of how united the front is against russia and the information we have, where are we? >> well, it seems like there may be division within the u.s. government. when the u.s. ambassador to the united nations spoke, her language was much stronger than president obama when he went out a few minutes later and spoke to the cameras. he declined to call it an invasion and basically said this is an escalation, continuing behavior, pattern of behavior from russia but it didn't mark an invasion. that is a crucial distinction. at the same time obama ruled out military action and after that press conference, the white house put out a statement saying that president obama and angela merkel had spoken by phone and they are talking about consequences. merkel seems to be inching towards another rounds of sanctions but not new secretary tomorrow sanctions. much of this will be discuss tomorrow at an e.u. leader's meeting in wales and next

hans nichols live.a few days ago, the head of wwp was warning about geopolitical tensions in russia and the slow. a europe. wpp continues to show growth. with more of the largest advertising company is caroline hyde. you look at the results, what stood out for you? >> the effect of the british pound. this is a company that shown a real resilience. it is showing growth. wpp is huge. it has a 3000 offices and it owns ogilvy group. countless advertising companies and media groups. sales up 2.7%. 5 billion pounds. that is the beat. if you strip out the pound been so strong, it was up 11%. the growth is across the board. the united kingdom, stand out. up 17%. asia, latin america, africa saw strength. 50% -- 15% gain. they award by softness. worried aboute softness. russia is still strong. they say a very challenged macro point of view. >> strip out the good stuff unless a been a mess. what are the big concerns? >> profit being hit by the pound. we saw perfect -- profit come down a bit. they went into great d

nichols is in washington today and, brendan, you bring everyone up.rview was this idea of ivory coast and ghana flipping, where ghana is now the problem child economically in western africa. that is new, isn't it? >> yes, and no. the problem with ghana is that they have run a high deficit. they need an imf bailout because of their deficit this year and last year. when you look at their debt to gdp ratio, it's nothing compared to anything you see in southern europe. it is just that international markets -- that is, if international markets are willing to give them the time to figure it out. cocoa prices are up and there are reasons to be optimistic about ivory coast, because they have a real export driven economy. in ghana, you have a little gold, some cocoa, but you do not the really have economy like you have in ivory coast before the war. was aer, ivory coast center, culturally and economically of west africa, really, since postindependence. then it shifted over a little bit to nigeria, but that was an oil story. it was always ivory coast. >> hans n

hans nichols joins us. as you visit brussels, what is different about brussels this time versus a week or month or year ago? >> what is different about this meeting, it is entirely emergency meeting. it is a snap ending. all of the foreign ministers are coming here. there's a crisis mentality. more so on iraq and i say ukraine. on ukraine, they simply want to find out -- they just started meeting. they want essentially find out what is going on. no one really has a great sense of what is happening in these rebel territories. before any decisions are made, they will have to hoover up some intelligence. >> these meetings start with knowing how they want them to end. what do the eu foreign ministers want the goals to be tomorrow morning or monday morning? what -- we will do iraq first. on iraq, seems like there's a slow march in inching toward having some sort of european wide arming of the rebels. the kurds. the germans are moving that way. they were the foot draggers. they seem to be headed in that direction

joining us from germany, international correspondent hans nichols.tion was there was standoff between germany and the french over budget deficit targets. will this be music to the ears of the german government this morning? >> it won't. this will add more confusion and more likelihood -- it seems as though the 3% deficit target will be broken. the germane in position is increasing isolation. you clearly saw mario draghi hinted the need for more fiscal stimulus, more fiscal flexibility. is stilllike merkel fighting a rear guard action. they think that countries should follow the rules. follow those 3% deficit targets. otherwise, the entire rescue project isn't going to succeed. their concern is that once you start seeing clear breaking of those 3% rules, you are going to see markets react. you are going to see borrowing costs go up and markets punish those countries that aren't doing structural reform. we don't know entirely if this is a linear sort of equation, that because the government has resigned, france is going to break deficit targets. it see
