story in contra costa county, a man is hanging on to life with severe burns after a house fire investigators are calling suspicious. nick smith is live at the scene in oakley. >> this situation is still developing as we speak. house in question is behind us. we understand the gentleman who sustained the burns is 40 years old. battalion chief jeff burns is with me now. what can you tell us about the fire? >> basically we significant fire. flames were coming out of all the windows. due to the heavy fire load and what he had inside the structure created a significant hazard to the neighbors. initial fire was hampered due to the victim being on the front lawn. initial resources were dedicated to him and then to the evacuation of the surrounding residences. it was two alarms from contra costa prior to protection district in order to extinguish the fire. >> reporter: you said a couple of things. is that because investigators are still on the scene specifically, products in the home. can you be more specific? >> not at this time. the fire is still under investigation. arson investigators are from contra costa county. >> there

the clouds and fog kind of burned off and then the marine layer rolls back in right about 4:00 right here and starts to come on in. look at that. about 2500 feet deep. fairly nick fo thick for this f year for sure. highs today in the 70s and 60s. that is anywhere from five to perhaps 10 degrees cooler than normal. livermore, 75 today. normal high is about 89. 14 degrees below average. so the interor is a little bit cooler actually with that air moving in. but we will start to warm things up in the next few days. taking a look at why we have been so cool here. area of low pressure hanging off the coast, spinning in the clouds and cool temperatures. it will finally start to push further to the west here the next couple of days. i think by sunday. tomorrow into monday. and that will start to warm things up. the accuweather forecast. no precipitation expected with this. maybe a little bit of drizzle with the fog moving in the coastal areas but that is about it. by sunday afternoon/evening should see a little bit of sunshine again and the clouds redevelop by monday and then we will start to warm back up. lows tonight look like this. lots of 50s out there. so not too

burned through the classroom wall and nobody was hurt. >> california state university governing board is meeting to consider another hefty tuition hike for the fall semester. nick smith is still adjusting for an increase to the campus system. >> absolutely. it could be a lot more expensive this year if the board has their way. the board of trustees will meet in long beach to consider a plan to raise tuition by 12%. this would be in addition to 10% increase for the 23-campus cal system. take the previously approved 10% and 12% hike, students would be paying $1200 a year more raising the annual tuition by $3588 to $5,472 this will not include room, board or campus fees. now, the csu system isn't alone. u.c. students face a 9.6% hike if they make an approved increase this thursday. it could be the ninth fee increase in eight years. us a might expect, both boards cite budget woes. cal state system administrators say the increase is necessary because the newly approved state budget reduces the funding by $650 million or more than 20%. now, today, csu students plan to rally outside the board meeting and protest. we expect to hear more from students and faculty today.
