nick smith is live at the scene in oakley. >> this situation is still developing as we speak. house in question is behind us. we understand the gentleman who sustained the burns is 40 years old. battalion chief jeff burns is with me now. what can you tell us about the fire? >> basically we significant fire. flames were coming out of all the windows. due to the heavy fire load and what he had inside the structure created a significant hazard to the neighbors. initial fire was hampered due to the victim being on the front lawn. initial resources were dedicated to him and then to the evacuation of the surrounding residences. it was two alarms from contra costa prior to protection district in order to extinguish the fire. >> reporter: you said a couple of things. is that because investigators are still on the scene specifically, products in the home. can you be more specific? >> not at this time. the fire is still under investigation. arson investigators are from contra costa county. >> there is no threat to the community? >> no threat to the immediate community at this time. >> t

nick smith joins us live from the scene. firefighters are calling this suspicious but unclear as to why. >> absolutely. since we last spoke. we have learned more information. they are wrapping up what is happening on the scene. i spoke with the lead investigator and he told me, first i want to show you the flames that caused neighbors to rush out of their homes. these flames happened around 2:00 a.m. and neighbors say they herd a huge explosion. they immediately thought the explosion was in their own home. they realized it was not in their own home but they saw it was their neighbor's house. everybody was concerned for the occupant who was an older woman. that woman left the home couple days ago she had a fall. the occupant is a 41-year-old man, it is her grand soften. they saw him screaming. his clothes had been blown over him. they initially thought it was gas fire. and gas explosion from the range had blown his clothes off. investigators now tell me that they have found a slew of cartridges of butane cartridges but they a

nick smith is live in east palo alto police department. many of these killings have been very recent, right? >> sn. >> reporter: absolutely. they are looking to see if they are connected. east palo alto had the highest murder rate in the country making it known as the murder capital. take look at this video. police say they are no longer reject the title. recently they announced a summer violence reduction plan, but two overnight shootings are only raising the level of anxiety in the community. last night about 10:25 p.m. two men, 19-year-old and 18-year-old were in this parking lot on east bay shore road. while they were outside of their car, they were fired upon by unknown suspects. the shooting would send the 18-year-old to the hospital with non life-threatening injuries but would leave the 19-year-old fatally wounded and investigators pronounced him dead at the scene. there have been four people shot and killed in east palo alto bringing the 2011 body count to six. police do not know if the shootings are related. >> we're still looking

nick smith is still adjusting for an increase to the campus system. >> absolutely. it could be a lot more expensive this year if the board has their way. the board of trustees will meet in long beach to consider a plan to raise tuition by 12%. this would be in addition to 10% increase for the 23-campus cal system. take the previously approved 10% and 12% hike, students would be paying $1200 a year more raising the annual tuition by $3588 to $5,472 this will not include room, board or campus fees. now, the csu system isn't alone. u.c. students face a 9.6% hike if they make an approved increase this thursday. it could be the ninth fee increase in eight years. us a might expect, both boards cite budget woes. cal state system administrators say the increase is necessary because the newly approved state budget reduces the funding by $650 million or more than 20%. now, today, csu students plan to rally outside the board meeting and protest. we expect to hear more from students and faculty today. >>> contra costa city council is set to voted on implementing a day time curf
