abc 7 news reporter nick smith has more from the chp office in oakland with the latest. nick?>> reporter: but larry, get this. we now know that the first hit-and-run may have happened in castro valley, miles away. all of this as we watched a dramatic end to a driver that chp says was high on drugs. chp got their first call to 911 around 8:30 a.m. commuters report a reckless driver on northbound 880. less than 30 minutes later it would end like this. a view you will see only from sky 7 hd. the driver of the vehicle, rafi, the registered owner of the blue toyota didn't stop when officers hit their lights and later crashed near 33rd avenue and 880. take a look as one, two, three, and what appear to be a fourth officer move in to get the 32 under control. chp says that rafi was strong and combative. and officers believe they know why. >> we determined he was under the influence of some type of drug. >> reporter: police say he was weaving in and out of lanes and speeding. then chp got word he hit other cars and kept on going. chp says they received a total of 23911 calls directly c
