[voting] >> you're recused. >> welcome. >> nicole elliott, director of office of cannabis. it has been almost a year since this legislation was -- became effective. in that time, we have accomplished a lot of things, and we have a lot yet to accomplish. what this legislation reflects is some revisions to article 16 based on our experiences implementing the article -- the article thus far. it is currently sponsored by the mayor, cosponsored by supervisor mandelman and cohen. i'm going to walk you through the high spots of it, and then open it up for questions. so just quickly, the administrative requirements that we're looking at refining, and you should have an f.a.q. in your packets, administrative requirement, changing the -- refining the definition of owner to clarify that an entity, is considered a person for purposes of disclosure to our offices to the point of clarification further clarifies that all owners, including the individuals that may be part of an ownership entity must be fingerprinted for the conviction history review portion of the application. clarifies th

>> supervisors, nicole elliott, director of the office of cannabis, on this issue there is a process that the office of cannabis has in place to verify equity applicants. it's a multistage process, if you don't mind me, walking you through. the first is requesting interested equity applicants to submit information about their assets. we verify that they meet the asset test, and then, we verify that they meet three of six criteria. at that point, we provide the equity applicant with a verification, a number, and access to the application so that they may seek investment, submit an application at which point, we verify the final portion of their eligibility, which is the ownership criteria. of the approximately 220 individuals who have been verified for the asset test and three of six criteria, approximately 60 of those individuals have not been verified due to their income status. so we would have to go back and seek to reverify them. i am not clear of how many of those 60 have or have not submitted applications at this time, but that would require us to go back and reverify approxima

presenters are michael christianson, senior planner of the planning department and nicole elliott, director of the office of cannabis. welcome. >> thank you. good afternoon commission. i'm with the planning department before you, we have legislation that the office of cannabis is taking to the board soon. i promised that despite the complex title, it is much more simple than it would seem. we are here to run you through what is proposed and how it impacts existing m.c.d. in this c.d. the legislation is broken into three main areas. the first two are very similar. it is largely just clean up of the existing section. it is background section 190, it is if you are an existing medical cannabis dispensary, it is a process where you convert to cannabis retail permanently. currently all the existing medical dispensaries in the city are still medical only with a temporary authorization to do battle to use sales and in order to continue that pass a temporary period, they have to formally convert by obtaining a permit. so the initial section when i knew it was adopted in december of last year, it bec
