well, the russian side as nic said is saying that the u.s.d very open to their concerns and hearing out their concerns. and seemed much more kind of conciliatory than the u.s. frame of it, which is that we made it very clear that we are not willing to compromise when it comes to nato, when it comes to each country's ability to make that decision of whether they want to take steps required to join nato. so it seems like there's a bit of spin coming out from the russian side which is unsurprising. the white house is sticking firm in its position here that if russia does take this step, they are going to take action. and that's in consultation with allies, it won't be unilateral, but they did say that the u.s. military forces in ukraine are off the table. whether that gives putin some kind of leverage remains to be seen. he has kind of backed himself into a corner, putin has, because he's making very specific demands and on a short time line. if he doesn't get what he wants, it remains to be seen if he uses that as a pretext as an attack. >> and

cnn's nic robertson live in moscow with more. how did the talks go, nic?sides came out saying they were positive, constructive. both sides seem to understand there's areas where they can have agreement and areas where there will be disagreement. the big question going forward is how big with those areas of disagreement. putin wants clarity over nato and ukraine. when it comes down to the content of that conversation, the kremlin reported it out this way. they said president biden told president putin that if he doesn't reduce the tensions on the border with ukraine, ie remove troops, there will be big sanctions, economic, military and financial sanctions. that was how the russians read it. president putin, the kremlin spokesman replied saying if you do that, that will rupture bilateral relations. it will be a colossal mistake. a mistake that will be felt across the generations. on that key question of is russia or will russia reduce its troops on the border with ukraine, the kremlin spokesman said, look, what president putin told president biden was i'm go

cnn's nic robertson joins us now from liverpool. nic, a show of unity from the g-7 against russia. take us lu athrough against wha happened so far and how russia has been reacting. >> reporter: well, what we understand is that there will be a separate g-7 statement on russia/ukraine to send a united message, we're told, that the form ministers are here are fired up and, you know, forceful agreement is how it's being described, that they have around the issue of wanting to send a clear and united message to russia. that if its troops go into ukraine, there will be consequences, strong orders of magnitude bigger, economic consequences for russia, if that happens. so that separate statement wasn't anticipated, prior to to the summit. there is, of course, normally a post-summit or post-meeting statement. this is going to be in addition to that. that's the expectation. russia, for its part, the embassy here in london has criticized the british foreign secretary for comment she has made prior to this summit, saying that, you know, she -- the british foreign secretary has said that russia

cnn's nic robertson is on the ground for us in moscow this morning. nic, this second call in just a month, what can we expect in the talk today? -- from the talk today? >> reporter: well, the kremlin hasn't said precisely why vladimir putin asked for this phone call. the white house has said very clearly it doesn't see at the moment de-escalation of russian troop tensions along the border with ukraine. and it has said very clearly as well, that if russia wants to achieve its goals and get some clarity on nato's engagement with ukraine, then russia needs to sort of do -- have these conversations that it wants to have in an atmosphere of reduction of tension. so the message from the white house seems to be that russia is doing nothing to make these talks work and doing nothing to achieve its goals. we do know, however, that president putin has sent a new year's message to president biden saying that he does think that the two countries can have a mutually respectful conversations and talks. the narrative from the russian side is they still expect to be

cnn's nic robertson live in moscow with details. hi, there, nic. what does putin want? really under consideration? >> reporter: well, what the united states is saying is that russia can put what it wants on the table and the united states is going to put its concerns on the table as well. they're saying very e cclearly, president putin's points he's put on the table, which is nato cannot allow ukraine to become a member, that nato cannot station troops and military hardware in ukraine because they, in russia's view, threaten the security, the core security of russia. so, you know, what the united states is saying in response to that is, yes, talk, but we're not going to talk about issues related to our allies and partners, nato and ukraine, without them being at the table as well. look, what president putin has chosen to do here is to talk to the united states first because he sees the united states as a real driver of what nato can be expected to agree. but it's no point in talking to nato collectively because that is a sort of -- it could be a very slow and circular c

cnn's nic robertson is live for us in moscow. so, nic, what are you learning?reporter: well, very little from the kremlin. more from the white house, we do know from the pentagon as well that they did put up a spy plane over ukraine that would have given them oversight of what russia was doing with its troops along the border with ukraine. that was just in the past couple of days, perhaps an opportunity to see if russia had really pulled back the 10,000 troops. what we're hearing from administration officials is that they're not seeing any reduction of tensions by russia at the moment. still the presence of russian troops, close to the border, with ukraine. and the appoint that's being made is that if russia really wants to engage and make progress in these talks there needs to be an atmosphere of de-escalation. there needs to be very serious and concerted high-level engagement. now, the conversation that president biden will have with president putin is something that we will get a readout from both sides. but it will perhaps be in the days afterwards, is when

cnn's nic robertson joins us from moscow. what is the intel you are hearing, nic? >> reporter: the kremlin isn't laying out a reason why putin asked for the phone call. what we heard from the white house is they remain concerned about russia's continued troop buildup on the border of ukraine. and the message is that if russia really wants to have a constructive and productive dialogue in these talks that are coming up on january the 10th, then this needs to happen in an atmosphere of de-escalation, and the united states says it's not seeing any de-escalation at the moment in terms of the russian troop buildup. and in the past few days, the united states flew a spy plane over ukraine with the ability to look at what russian troops were doing, how they were deployed. russia, of course, said it had withdrawn 10,000 troops. the united states seems to have the view that at the moment russian posturing for productive talks is not there, but we understand the view from their side, but we don't understand at the moment why the kremlin wants this phone call other than perha

cnn's diplomatic reporter nic robertson is standing by in liverpool.ic, unity between russia and china, is that going to be the central theme here? >> yeah, and russia really dominating the issue. look, and all of the conversations we've been hearing that have been coming from leaders, diplomats in recent weeks, it is about unity. so expect that to be repeated here. and i think a hint of it released in secretary of state blinken's audio play list, songs that he listens to himself when he's traveling this type of summit. top of the list, no surprise "penny lane" from the beatles from this famous city. second on the list, another liverpool anthem "you'll never walk alone." perhaps a subliminal message there, a between-the-lines message for ukraine. they are not alone. that the leaders here want to send russia an unequivocal clear message that if there is an incursion into -- ukraine by russian forces, that are right now we understand amassing more troops from the border, undergoing live fire exercises with 1500 troops very close to the border of ukraine

nic, let's start with you. be the second conversation in recent weeks between these two leaders, and it takes place ahead of bilateral talks next month. do we have any idea what the issues are that putin wants to discuss? >> we do, and i think if we think of this phone call in the context of putin keeping up the pressure on president biden, remembering russia has created the narrative on the ground that ukraine is under threat from the potential of invasion from russian forces, that russia says are just doing a standard military training in russian territory which are perfectly legitimate and free to do, so, you know, russia habs created this scenario and it's also they be sort of created the pressure on the united states and nato to get into conversations about its concerns. what are its concerns? well, pitting once water tight local guarantees that nato will stop its eastward expansion, that nato will not allow ukraine to join it and that nato will not put its troops and military hardware into ukraine. this i

cnn's nic robertson joins us from moscow this morning. nic, good morning.eave now after ratcheting up tensions were ukraine? >> reporter: well, russia's perspective on this is that all of those troops are not there to ratchet up tensions with ukraine. they've been there for regular routine military exercises on russia's territory, which they say is their prerogative, and is not designed to send, you know, a threatening message to ukraine. so what russia is saying right now is 10,000 of those estimated 70 to 100,000 troops have now done their military exercises, have trained out in the winter and now returning to their normal bases. this was mechanized infantry units, combat units, special forces units back at their base. that does leave a question about, well, what about the other remaining 60 to 90,000 estimated troops remaining? are they going to wrap up their drills and follow back to base? the diplomatic track does seem to be open now while the united states is observing and trying to figure out has russia really moves these troops back to base and does

cnn international editor nic robertson is standing by in moscow. as usual the duelling readouts didn't say much. neither described any real progress, but do you think both sides at least now have a clearer picture how they can get to some kind of common ground or resolution? >> reporter: that does seem to be an understanding, at least on the u.s. side, that this issed receipt rec readout from the u.s. side, both feel areas of commonality, agreements perhaps can be made but areas where there will be disagreement and the key to answering what happens next is, what are those areas of disagreement? because putin is looking for this absolute clarity about nato's intentions for ukraine. you know, president biden laid out the scenario of de-escalate, and we can continue and have a productive diplomatic track. that diplomatic track is open, but the entry level for that is de-escalation. and the alternative to de-escalation is -- is sanctions. military, economic, financial. that's the kremlin's readout and they heard that message loud and clear. putin's res

. >> okay, so, nic, as we said, it was president putin who called for this call, so what do we think he wants? >> he wants to keep the pressure on president biden. he wants president biden to drive a decision at nato. he wants that decision to be to -- for nato not to admit ukraine to membership, to keep nato troops and military hardware out of ukraine to roll back nato from the borders. he thinks that president biden and the united states is the vehicle to do that. he could be trying to also drive a deeper wedge and divisions that already exist in nato and the transatlantaic alliance. he may perceive president biden's missteps as an opportunity to widen some gaps in the thinking that have happened across the transatlantic alliance, but i think this is all about pressure. putin brought the conditions to bear to have these conversations. he built up the troops on the border with ukraine. he called for the conversations. he had that first telephone call. he's put the demands to president biden. he wants this phone call today. and we also understand he's going to have military exercises

nic robertson joins us now. good to have you. from nato. they have pulled back about 10,000 or so troops on the border, but you have more than 70,000, 80,000 there. what do we know? >> reporter: i think from a russian perspective, the fact that the demands, if you will, russia's -- what it wants to talk about, that is no further nato expansion towards russia, i.e., ukraine, that's firmly clearly on the table there, that nato shouldn't be sending troops or military hardware to ukraine as well. that's on the table. i think from a russian perspective, the fact that these talks are now going ahead after russia put these very stiff demands on the table, that's seen as a positive. it's hard to know verifiably with if those troops have actually gone back to their bases, but russia is saying their planned training exercises are completed. this is combat troops, special forces, motorized infantry divisions have gone back to those bases. the sense i think in moscow is that this is now picking up on a political diplomatic track. but what pr

cnn's international diplomatic editor nic robertson is standing by in liverpool.th a host of these meetings. the british foreign secretary. what did she tell you? >> on the issue of russia, she said she's sent a very clear message to the russians, to vladimir putin, of the consequences and costs. big consequences and severe costs. interestingly, on the issue of the talks with iran, the nuclear talks that are going on right now in vienna, that we heard the german foreign minister just yesterday here saying that her opinion was that the talks right now with iran had been set back significantly by iran, that advances that had been made in six months of previous talks by iran, by these iranian negotiators had essentially been thrown out. lis liz trust, the british foreign minister, had a very clear issue for iran on this issue at the talks to change their approach. >> there is still time for iran to come and agree this deal. and it's the last chance, as i've said, but there is still a chance for them to do that. and i would urge iran to come back to the table with a s

nic robertson is in moscow. it's good to see you both.at are the expectations for talks on both sides of the divide? >> reporter: yeah, john. the u.s. is hoping they can figure out a solution to this with the russians as the russians of course continue to build up military presence along the ukrainian border. they are hoping in january, when they sit down for the bilateral talks that there are things that can be worked out. the russians obviously have their demands. they don't want nato to expand further east. they don't want ukraine to be a member of nato. and certain aspects are nonstarters. president biden said russia should not be able to dictate who is and is not a member of nato. they are going into talks with things very tense. the ukrainians are stuck in the middle of all of this and have been briefed by the united states on alarming intelligence about the russian's intentions and how they are potentially preparing for a large-scale conflict. so the u.s. is really hoping to buy some time here, hoping things will come down to a sum

nic robertson is live in moscow. natasha, do we know what this is about? >> no. administration would not tell us exactly why putin requested this call a day before new year's eve when it could have happened next week, is there are going to be talks january 10th in jeangeneva to discuss the ukrainian border. they want to go through a road map of what they might look like, expectations on both sides. but the urgency here is very interesting. it is the second time in less than a month that president putin and president biden will be speak, which is pretty unusual. again, it is a crisis growing on the ukrainian border as russian troops build up their military posture there. the talks on january 10th are not contingent on russia drawing down. they believe it is the most responsible way to handle the situation. the fact that he asked for a phone call at this delicate moment is definitely notable. >> the white house says when putin asks for a call, we usually grant it. when biden asks for a call, he is similarly granted it. the u.s. did fly a supply plane over eastern u

nic robertson reporting from moscow. >> reporter: the clock is ticking down to the phone call betweennt biden and president putin. president putin has requested it. the white house says that president biden believes in the diplomacy of leadership-to-leadership conversations, and that's why he is taking the call. but at the same time u.s. officials are saying they're not seeing russia do anything to reduce tensions along the border with ukraine. they say there's still a heavy russian troop presence close to the border with ukraine, and the message that's coming from the white house at the moment is that if russia wants to achieve its aims and get clarity from nato about its intent over ukraine, then it is better done in an atmosphere of de-escalating tensions, that there needs to be a really high-level of engagement for russia to sort of go towards its aims at the january 10th talks when russian and u.s. officials sit down to talk together. we understand that those talks, there will be pentagon officials, state department officials, national security council officials as well. from the

cnn's nic robertson is live in moscow for us. do we know what the truth is?eporter: we don't know if these russian troops have gone back to their base with their military equipment, because we know that some military equipment have been left stationed there from earlier in the year, so that's an open question. we haven't seen verifiable proof that the troops have gone back. russia says this was their preplanned training, motorized combat units, special forces units. they've done what was allocated to them, and have now returned to their bases. it's not clear how many tens of thousands remain, tens of thousands of troops still going through that training and it's not clear if the kremlin plans to put more troops back in their stead to do their planned winter training so there are a lot of questions and ambiguities about exactly what's happening close to the border with ukraine. what seems to be set right now are these talks between the u.s. and russia to begin on january 10th. putin's been very clear in what he wants, legal guarantees that nato won't expand ea

let's go to cnn international diplomatic editor nic robertson in moscow. russia has a series of demands they want addressed they say. what are those demands? >> reporter: legally binding demands is what they're asking for, for nato to refuse to take ukraine as a member, for nato not to base any nato troops or nato military hardware inside ukraine, and for nato to roll back what russia calls its eastward expansion. that is the document putin sent to president biden about a week and a half ago. you have to look at this as well and see what putin is trying to do. the pressure we've heard people speaking about, putting that pressure on president biden, but trying to use president biden if you will as a battering ram at nato for biden to go into nato and get the changes that putin wants. clearly, that is not something in the cards but it does speak to that long-term goal of president putin, which is dividing nato. he looks at nato right now and sees that the hasty and messy withdrawal from afghanistan as a potential opportunity to widen some of those divisions.

th n nic robertson is live for us. what do you expect from the talks if they go forward? has pressed for these talks and said that absent a diplomatic political track, the only option left will be a military track. so i think in that context, there is a potential here for better degree of understanding between the united states and russia about what is happening on the border of ukraine over the weekend russian officials announced that they were pulling back 10,000 troops who have now completed what they say was sort of a pre-planned standard winter training. they have gone back to their permanent bases. and it is not clear yet what is going to happen to the other estimated 60 to 90,000 remaining russian forces that are close to the border with ukraine. that still remains a concern. and also we understand from russian officials that it looks like that they will -- or are on the path to accepting nato invitation for talks on the 12th of january. so that would come just after those potential talks with the united states at the moment. so there is diplomatic political track

yet, i think, nic, we should all settle in and get comfortable, right? mean a substantial troop presence, russian troop presence on the ukraine border, probably something that will be sustained for some time. >> reporter: it certainly seems to be. i mean, look, it appears in essence, if you boil this down, that that troop presence and the concern that it's brought to ukraine and to nato allies is what's brought them to the table with russia. president putin, his deputy foreign minister, his spokesman have all been pressing over recent weeks to get talks going fast. president putin wants to end the ambiguity he sees in nato's position about ukraine. he feels that nato is expanding eastward. that's a threat to russian security in his view. so there's been this huge push from the russian perspective to get these talks going, and that really seems to have been as a function of having those troops, close to 100,000 troops, russia says, performing these military drills, standard military drills, on russian territory, albeit relatively close to ukraine's border
