[applause] but we have to also keep in mind that this industry needs to be more and more organized in order to have the political organization as one supervisor, or two supervisors, there is only so much you can do. please come and get more organized. my colleagues, david and my colleagues need to hear from you. build an alliance with the business community. one of the biggest champions is that california chamber of commerce. we know it is good for business. and please, organized with the neighborhood bars. there are so many great neighborhood bars in this city that could add that neighborhood element to political organizing. and when you are a district supervisor, it is one thing to have nightclub owners come to you. it is another thing to have neighborhood business owners like bar owners coming to you. we need to organize as a bar owner and that will move us in

that entertainment or nightlife is a significant economic contributor to the city. in addition to being part of the cultural heart of the city. and we really, in our zoning decisions, in our decisions that we make in this building, we can have profound impacts on whether nightlife is going to succeed or not succeed. and so for example, when you put housing and nightlife next to each other, housing 99 times out of 100 wins. and i'm a proponent of creating more housing in the city and i have been pretty outspoken about that. but when you put them next to each other, you can have some conflict and housing almost always wins, we have seen that. for example, even one person who was unhappy about slim was able to actually get that club shut down for a period of time. and so that is one concern that i have had with this plan. i think that the plan overall, in my view, although i know has been an effort to acknowledge the role of nightlife historically and presently in this plan. i don't think it does so sufficiently. i know there have been a number of amendments proposed t

but i think san francisco needs vibrant nightlife. tourism for better or worse is our no. 1 industry and tourists need something to do after dark. we need the tax revenue and we need places for our youth to go and what is more logical than downtown and west soma, next to regional transit, next to the san francisco tourist hubs and tourist hotels? i understand some of these are going into trailing legislation, but i would like to speak for a second on uses of the second floor for restaurant and lounge uses in west soma and if if this is approved, if you look at chinatown and other neighborhoods, castro district, this has worked well. and it hasn't caused a problem from the neighborhoods. the people will have to go to conditional use on this and be part of extensive neighborhood outreach and discussion. but i would ask this board to approve that second floor usage as this would expand the opportunities to enliven west soma and bring it back to the great tourist destination that i remember in the '80s. >> thank you, i remember that west
