nih is an organization, please were scientists and biologists go get funding. the wait is typically done was about 25,000 proposals a year would come in, and it was a huge marketplace of ideas. 25,000 people would write their best ideas down, then they would be renewed by panels of a scientist who would place them in some priority order and find something like 15-20% of it, something like that. the bush administration didn't cut the funding any particular way but they changed the way it operated. they came up with this thing called a road map. that was a disaster. this roadmap was how will we make scientist serve a purpose, not just idle curiosity driven stuff like that. and so they had a roadmap. suddenly if you were smart and jeanette operate this roadmap, like he wanted to do age research, you could get five grams. you didn't need five but you could get five. if you wanted to basic virus research you could get one anyway. so this roadmap turned nih from a bottom-up kind of market-driven idea market of ideas driven organization to a top down earmark organizat

we are talking about education programs and health programs, including nih research. we are talking about infrastructure. we are talking about key domestic discretionary programs that are so important for the lives of the vast majority of the american people. as the president subsequently yesterday, the debt ceiling essentially must not be used as a weapon. it essentially takes on an is the basic full faith and credit of the united states of america. the president has made so clear what would be at stake if that were to happen. i just believe that it is so critical that that not occurred. you know, i have been through these battles for many decades. i don't remember anyone essentially saying we should go over the cliff. the consequences would be, i think, shamanic and potentially cataclysmic. for the republicans that say let's do it, i think i would be a mistake with foreseeable consequences. the federal reserve has said the responsible physician is we should not forget. >> the president says he's not going to talk about the debt ceiling, speaker boehner said it can b

nih is invested heavily in developing those kinds of tests, weather they are cognitive or biological -- whether they are cognitive or biological, to know who is in a high-risk state. i do not think we can wait to make sure there is better awareness and better community support. one of the things that you have heard, and pam has already spoken to this, is project aware, which was announced by the president last week, which is an attempt to go out and increase awareness in schools and communities about the challenge we face, the need to be able to detect the earliest signs, at the same time recognizing that there are a lot of teenagers who are struggling. you do not want to label every one of them as having an illness. you need to be sensitive to getting better and better, more precise measures about who really is at risk and knowing who to intervene with. we have got to find the right balance, and, hopefully, science will bring us better tools for that. gone over time. i apologize, mr. chairman. >> thank you, mr. chairman. like all members of this committee, we thank you for calling t

are we beginning to further cut funding for nih for funding in the country? the same is true in terms of trending programs. we need to retrain americans so that their -- they're able to really qualify for every kind of job. we have a training deficit in this country. we need to combine training programs and do a better job. are we going to hurt that effort? that's what's at stake here when the republicans say, just cut regardless. they had no reason to remember yesterday to cut all discretionary notary public defense discretionary programs, and i think sadly a hundred and some republicans, i think, 50 voted for willie-nilly across the board. doesn't matter what it is. that's not the way we proceed. >> host: was this the amendment to the sandy relief bill? >> guest: it was. >> host: and it failed, 70 republicans joined about 188 democrats to beat back that amendment put forth. on the tax side of the ledger, deductions and loopholes is what folks are talking about. when you say "balanced approach qtle, spending cuts, and deductions and loopholes and things like

look at what's happened and what is going to happen if we continue on this path to health research, nih -- and i say this in a personal way because of family involvement in health research -- um, when my wife started working running a peer review group on child development and child mental health, if there were 100 applications for the peer review group that she ran, they would set aside 50. the staff, my wife would set aside 50 as not very, very strong. they would take the other 50, and peer review would come out with 15 or 20 highly-ranked. and of that 20, maybe half of them would be funded. today it's lucky if two or three are funded. and what's true for child mental health and development is true for medical research, is true across the board in most areas of nih. we haven't -- this is not a question of starving the beast. this is a question of starving whether we're going to starve not the beast, but necessary programs in this country. and we shouldn't starve them. and so we need to face up to sequestration. we need, in my judgment, to see if we can set a target beyond it, $1.4 tri
