director i'm glad you mentioned nebraska's work to include nipa authority.during a recent summit environment and public works committee hearing, secretary chow hoped to have the m.o.u. between nebraska and the federal highway administration fined shortly. can you elaborate on the benefits to nebraska you believe will result from assuming this authority and double the assumption process account serve as a model for other permitting authorities? >> thank you chairman fischer. we are entering the final stages of the negotiation. we've been very pleased with the approach that federal highway has taken with us both locally and hear in washington. we've gotten a lot of support as we try to enter into this agreement. for us it's really a matter of saving time and saving money. we have the experts that dot work and to ask them to do the work and hand it over for federal review and on the federal side throughout the life of the project adds time we don't feel is necessary. we think we'll be able to shave off a lot of time and therefore save money on our projects. i d

is it nipa? is it the national perez er preservatio nrksn act? my constituents are still waiting for 2g. >> we have 13 members that cover a significant footprint in your state. we're very familiar with the challenges they face, your constituents face. alaska has some very unique challenges, but generally speaking, we believe an infrastructure package could contain two, maybe three elements. first is funding, and tax incentives. there's going to be different tools in reference to what the particular challenge is. with respect to alaska, funding is a big issue. there's no way around it. these remote villages are very tough to build in. supplies are costly. all of those strive higher costs, never mind distance and density alone. infrastructure funding and in that regard we look at leveraging initiative is going to be critical. in those places in alaska where we've seen the best success has been predictable universal funding for those carriers that can invest there. the villages left behind are those where the universal services have not worked well.

to delegate that nipa authority to the states. my build infrastructure about includes spectacular provisions. under my proposal, states one -- would be given the purview of the design, permitting and construction authorities that are underly under the federal highway administration in your view, what do you see as the benefits of delegating these authorities to the state? i see them as being able to stretch current tax dollars so we can move forward with infrastructure projects. but what is your view, mr. -- madam secretary? >> as you said, there is the ability but state and local authorities know best what are the best within the community. we want to be a partner to the states and as you also mentioned, they too know best how to find sources, work with other sources of capital and revenues. >> right, so many of us tend to focus on where's new revenue to come, from one of my deepest concerns and how we can better spend the revenue, the taxpayer money we're already charged with spending in a responsible manner. so thank you. >> th
