>>> niv elis is here with us to talk about the 2020 budget plan. what were house democratic leaders trying to do in the budget plan. >> what they're trying is raise caps from the budget control access caps which are in law right now without action. spending levels will fall about 125 bill yn dollars unless legislative 6 choedz to raise the caps. so the house democrats said we're not going to do a whole budget resolution. it's too controversial within our caucus to bring everyone together over what an a deal plan over the next ten years looks like. let's do a bill to raise the caps and that was suppose to come to the floor either today or tomorrow. they never scheduled it but that was sort of the hope and intention after they passed that out of committee last week. that was something that they were not able to do in the end after there were serious disagreements from the various wings of the party particularlily blue dog democrats on the one side who are concerned about increased spending and the progress gres sifs on the other side upset about defe
