in noaa, we get half of our data from our european partners who share one of the orbits that we share. they get half of their data from us. neither of us to be successful without the contributions from the other, and the complexity and interactions are just 20 a greater in the future as we realize the value. is the collective involvement in the international collaborations which make the data interoperable. it is not displaying a satellite. it is making the data look like other satellite so when they bring a new system on board, it looks like the others so they can add the data in easily. it is much more complex than just putting the date out there. you have to make sure the models it uses, the users that are used to a particular format and data type are ready for it. it is the international collaborations that advance the standards and principles and standards that we use throughout multiple organizations that allows us to happen within a year of launch and not 10 years after when the satellite maybe old and ready to. on the u.s.-canada site in particular, we have a rich partnership

let's talk to commander justin kirby, he's a pilot with noaa. commander, thank you for joining us. you recently flew into the storm. give us a sense of this as it compared the other storms we know. >> yeah. it's a pretty intense storm. yeah. i think every storm's got a life form of their own and this storm's definitely a big storm that truly intensified in a short matter of time. >> what did you get a sense of when you were up there? i know compared to florence, slow moving and select a lot of water and then becomes almost bigger rain events than wind events, this one is a big, big wind event. it's -- high velocity winds at 150 miles per hour right now. >> yeah. when we were out there, we just finished the seven-hour flight this morning and just in the time we were out there, the winds were anywhere from 136 to 140 miles per hour. so we saw an increase in 20 miles per hour in just a short 7-hour span that we were out in the storm. >> wow. >> so a question we get all the time, especially at times like this, why put reporters out in hurricanes? to you, why fly into a hurricane this d

noaa, just issued a winter outlook for december through february. basically, they're saying that the temperatures for most of the country will be above average. so expected to be a mild winter around the region, including for the bay area. precipitation, there are equal chances for the bay area. southern tier states look wetter than average. some of the northern parts of the state look drier than average. here we are in between the two. where will we stand? well, i can tell you this much. there's a 70, 75% chance of a weak el nino this fall and winter with the drought continuing for southern california. it's really not a clear pattern as to what's going to happen here locally. we know what's going to happen overnight. the short-term forecast from our emeryville camera, you'll notice patchy fog. 66 in oakland, 59 in san francisco. 73 in san jose. it's cooling down in pacifica. here's the fog from the sutro tower camera rolling back into san francisco. 74 in napa. as we look at what's ahead, let's check out our highlights. really it's going to be nice
