many units in noe valley are being absorbed in large single-family homes. students are disheartened and disgusted with the fact that they don't feel it's a democratic process. neighborhood character. the residential design guidelines being ignored by staff and abused by developers and their attorneys, and the economic and social impact. to quote from my e-mail directly, i said i believe that a greater oversight is needed at the building and planning department to make sure that developers are following the rules that would at least regulate and temper these developments, most especially those that are alterations that may be did he fae facto demoli when they are filed. staff needs to use their considerable professional skills and zeal to make sure that the rules are being followed and neighbors are being informed and active in the process when projects arrive at the planning department, and i guess i would add the building department to that, too. this would help all of our citizens. regulation is not a pejorative. i also urge you to please watch the sfgovt

i live right at the border of glenn park and noe valley, and my dog park is the upper noe rec center. we are a dog run, decompressed granite. i do go to upper douglass occasionally. it is closed i think about four months, maybe longer, and when it is closed, our dog run and the surrounding ones do feel pressure. people are always welcome, and we don't mind it, but it does impact the smaller parks. i think there's been a little bit of a disservice the way the department has represented the resolution to you. it actually, this resolution, has three different or four different now time recommendations. one is from the department staff, one is from a friends group, one with is from a neighbors group, and the other is from your own operations committee, and what's missing here is more of a debate and a real community-driven process. i know the department likes to call it a community-driven process, but there hasn't been an opportunity for a majority of the park users and neighbors to really come and give you some feedback or meet as a group. i think there is a solution. i think you've hear

i live in noe valley and i'm a member of the a.i.a. public policy action committee. stop illegal demolitions and mergers is a worthwhile goal and it sounds great. but the legislation, the way it's written, reaches far beyond that mission. the proposal is written more like a wish list of various interests. it has a grab bag of regulations, which will have a lot of unintended consequences. and will ultimately undermine the city's stated goals of providing more housing and retaining families. a lot of measures run counter to the goal of retoring and retaining existing housing stocks has been said today, for example. classifying the removal of dry rot and temporary removal of structural elements during construction as demolition. it's not productive. these are important issues. and i would hope that they could be resolved with the planning department and the building department, working carefully together. it's not the purview of the board of supervisors, even mr. hepner acknowledged that he did not understand the case studies presented. i urge you to reject this legisla
