noe valley is going through the renewal process for 15 years right now. another is the castro community benefit district. they're currently undergoing review with the city attorney. then they would have to go through petitioning. you would probably see an election for that in june and july. you also see the fisherman's wharf c.b.d. undergoing renewal. that's unique because on the land side of the district where san francisco city streets are, it's a typical district like noe valley, castro, union square. on the port side of the district, it's typically owned by the state of california, and we can't assess the state of california as a local entity -- or you can, but it's very difficult because it's the state. so there's a district that's geographically confined, but instead of focused on property characteristics, you're looking at the business and what they bring in in revenue. so that's a different type model of district, and we don't get those too often, so the city attorney and i are having some fun going through the process on that. we also have one go

i'm a resident of district 8 in noe valley. i have spent much of my life in san francisco. i spent 25 years living in noe valley, and i have been working in san francisco since the 70s. i'm a banker, now retired. i urge you to allow for access for the c.s.u. for children who are relying on government funding for payment. this is absolutely critical. i also urge you to look at the delays that have been done in terms of ongoing financing, and also, the construction oriented financing that the department of public health is asking for, sort of pay as you submit. it's extremely difficult for any company, and as a lender, i know this to be true, for any company to survive, and for a nonprofit that's living on the edge all the time, it would make much more sense for everyone to get this resolved. it sounds like the state of california has given them a clean bill of health. let's move forward. thank you. >> chair mar: thank you. next speaker. >> for give me. i'm dr. stewart butlare, and i was asked to go to the front of the line. i'm regional director for mental health for kaiser

i'm also a ten-year san francisco resident living in noe valley not too far from the project. i'm here obviously to support the project. the project sponsor has resided in san francisco for over 30 years, raising their children in the community. this is their ultimate dream home, and after having carefully reviewed the plans, i commend its thoughtful design and careful revisions in light of the neighbors' concerns. i find it to be very reasonably designed, and a very modest home with a nicely-designed family room, living room, three bedrooms on one level, plus a guest room off the family room which opens to a nicely-sized backyard, all fairly modest from what i can tell. although i understand the neighbors would be concerned about any changes on their street, i find the project to be reasonably compatible with existing surrounding homes as i view the models presented by the architect and by the d.r. requesters. i urge you to support the approval of this project as designed by the architect and supported by the planning department as well. thank you for your time. >> thank you.

i wish that would, that would transfer and fly over to noe valley, because we are getting tired of these ipod houses as your staff calls them. i think the number of unit -- two-bedroom units. and i think the $44 million, that's a lot of money. it would have been nice if they could have had some affordable housing on the site, but i understand that doesn't ever really happen anywhere. i don't know if it's possible, but i do think it would be good if some of the that money went to the small sites program. i don't know if you can do that or if that's even possible. but anecdotally around the city, i see a lot of multiunit buildings for sale, apartment buildings, i think it's a generational shift. i think people that bought in the '50s and '60s are leaving the scene and their buildings are being sold by their heirs, and there's a lot of tenants in those buildings. that's anecdotal, but i think it's going on. finally i would just setting that this huge number of units, and this is conditional use, gives you an opportunity to get data back who is living there, how many llcs. it's all ownership
