noel walker has been looking for ways to cut household water use. we begin with jana katsuyama. >> reporter: frank, the water district officials here say this caught them by surprise. in the past, state has given them advance warning, but this came out of the blue. now it's up to each local water district to figure out how to implement it. this sierra snow survey was like an april fool's joke. >> we're standing on dry grass, and we should be standing in five feet of snow. >> this is the first time since 1942 we've had zero snow at this location. >> sierra's snow is facing its fourth year of drought. that prompted governor jerry brown to issue this historic statewide cut. >> this executive order which i've seened today, it's long, it it covers a number of different details. >> reporter: the governor has directed the state water board to reduce statewide urban water use by 25%, compared to 20 13 levels. the cuts will last through february next year. the executive order calls for replacing 15 million square feet of lawns across the state with drought t

ktvu noel walker checked in with the two communities with the highest and lowest mandatory water cuts. >> got to water every day. >> reporter: at the maintenance line bay area nursery sells native california plants. >> they are naturally drought tolerant. >> but nothing is drought tolerant. >> you've got to get them in the ground. >> reporter: until it's out of a container and in someone's yard. >> you don't have to water it at all. >> reporter: paul opened his business at the start of the drought. >> a lot of people are taking out their lawns now. >> reporter: under the governors newly released water cut san francisco has to shop 8% of their water use. the lowest here. the town of hillsborough is in the top tier with 36% cut in water use. >> i don't think it's a good idea. especially with the drought. >> dana lives a few houses down from the hillsborough border. >> i come out every couple of days and pick these. >> her yard used to look very different. >> this used to be grass. over on the other side was grass. and in the backyard was grass. and we don't have any grass anymore. >> th
