we are nonprofit, non partisan research organization. we do not engage in advocacy. rather, our mission is to bring facts and data and research to bear on present topics like the one we are here to discuss today. it is in that spirit that about a year ago we set out to chronicle the drivers of the federal prison population and its growth over time and to project the impact of various policies that were on the table to reverse that growth. much in the way that we heard in the models of the states in pennsylvania and kentucky, a similar justice reinvestment model of identifying drivers of growth. we also looked at the degree of overcrowding. members have already documented that. the overcrowding is tremendous. it is a great risk to the safety of both staff and inmates. more importantly, from the research we have done, looking at the impact of programs designed to prevent recidivism, the crowding in the federal system creates tremendous challenges for delivering for -- programs and treatment that is so necessary to support successful reintegration of federal offenders w

in may the non-partisan government accountability office issued a report saying the agency isn't doing enough to back up its $10 billion investment in veterans' education. the report said that colleges were working without any guidance or assistance from the va. and the senator for investigative reporting found that at 150 colleges that the largest numbers of iraq and afghanistan veteran students, the va provides services at just four. >> it's not an expensive program. initially it's a challenging program to get set up because it involves the va doing something with another bureaucracy. >> three years on, the program remains in the pilot stij, with no plan for a major national rollout. a va spokesman fold us the agency is still gathering data on best practices. here at city college, it was the football coach, george rush who saw a need. >> for this campus the commitment was these people have made the greatest sacrifices, and as such deserve the most attention. and they're going to get it here. >> coach rush comes from a military family. he and other leaders sought help from trade union

>> reporter: this was done by the non-partisan center for public integrity.d a study and super pac races in virginia are telling. in the garden state republican governor chris christie was easily elected in pretty overwhelming landslide, turns out democrats and labor groups were going to win, they spent a record shattering $35 million on down garden races that the legislature would remain in democratic control. it was large amount of money done largely with special interest and super pac money. a single environmental super pac in virginia pent $8 million in three months of blistering attack ads funded almost entirely by long time democratic activist and billionaire donor time stier. he will have super pacs target specific races in 2014, governor, house, senate, et cetera. the left has demonized wealthy conservative donors and philanthropists buying inclunes with the big money. koch brothers and americans for prosperity are good examples. tom stier in california and outgoing new york mayor mike bloomberg with the progun control group spent millions of dollars,

the non-partisan congressional budget office tells us to meet our defense and national priorities will result in 800,000 fewer american jobs by this time next year. we all know there are smarter ays to reduce deaf -- to equal deficit reduction. in the house, many have offered to plan a quest sequester with balanced cuts to wasteful spending and cuts to unproductive special interest tax breaks. unfortunately we have been denied an opportunity to vote often that plan. finally, this committee should continue to work to shrink the debt. over the last few years, we have cut the 10-year deficit by over 2.7 trillion, excluding the sequester. three-quarters of those savings come from budget cuts. one quarter from revenue. if you factor in the additional trillion dollars in savings resulting from slower-than-expected health care costs, which are due in part to changes in the affordable health care act, the revenue change is 4-1. still, we can and should do more. there are dramatic differences between our budgets as to how we tackle the challenge. the depement budget adopts the balance approache
