and norah o'donnell is at the white house tonight. norah? >> reporter: scott, these unemployment numbers are the biggest impediment to president obama's reelection. remember, no president since f.d.r. has been reelected with unemployment above 7.2%. however, the trend lines are good with unemployment going down so that's why the president said today now is not the time to put the brakes on. >> there are a lot of people still hurting out there after losing more than eight million jobs in the recession obviously we have a lot more work to do. >> reporter: the president credited his jobs agenda for reversing the job loss. he claimed 3.2 million new private sector jobs were created in the last two years and he said last year's payroll tax cut has helped. >> and when congress returns they should extend the middle-class tax cut for all of this year to make sure that we could keep this recovery going. it's the right thing to do. there should not be delay. there should not be a lot of drama. we should get it done. >> reporter: even if congress does

norah o'donnell is traveling with him tonight. norah. >> reporter: and, scott, it is clear today that president obama is going to try and use the issue of income inequality to differentiate himself from republicans. today, he made the case that a quarter of millionaires pay a lower tax rate than a lot of middle-class households, and so he's proposing this buffet rule, that any individual or family that makes more than $1 million a year should pay at least 30% in taxes. that would essentially double mitt romney's taxes and that's something republicans say punishes success. >> i hear folks running around calling this class warfare. this is not class warfare. let me tell you something. asking a billionaire to pay at least as much as a secretary, that's just common sense. >> reporter: and, scott, get this-- every state that the president is going to visit in the next couple of days just happens to hold a republican caucus or primary next month. it's clear the president wants to have the first word. >> pelley: norah, thanks very much. t

chief white house correspondent norah o'donnell joins us. what do you know -- as we get ready for this, what do we know that the president is going to say that might lead to the beginning of the campaign? >> reporter: good morning. advisers i spoke with describe this as an incredibly ambitious speech and they know how high the stakes. there will be no other speech where the president has the attention of tens of millions of americans where he can make his case for his vision in this election year. now, the president's advisers say the title of this speech is an america built to last. the president will be building on the themes of a speech he gave in kansas just last month where he really addressed the issue of economic inequality and he talked about a make-or-break moment for the middle class. expect him to talk about taxing of the millionaires and billiers. he'll talk about manufacturing, skills for workers, and a whole issue built around america values. that's what this whole speech sits on. and he'll going lay on a lot of thick policy pr

we're waiting for the president to come into the chamber let's go back to the white house to norah o'donnell, our chief white house correspondent. norah, what are you hearing about the speech? >> reporter: tonight advisors to the president say the president will speak about economic fairness as the dominant issue of our time. and i think that the president's advisors acknowledge that they don't want this election year to be a referendum on the president's economic record so instead they are going to pick a fight on the very issue that they hope dominate this is campaign, and that is the issue of income inequality. so look for the president tonight to spend the bulk of this speech on his economic message and also to talk about tax reform and specifically something called the buffett rule, referencing to warren buffett who said it's not fair he pays a lower percentage rate than his own secretary. turns out, warren buffett's secretary is going to be a guest of the president and the first lady in his box there. that's one thing the president will do and that will create a start contrast with the

newt almost did that today in that cbs interview with our first hand, norah o'donnell.hink he's looking for that payback. he's a little bitter, because he tasted it. i don't know if he ever really believed that he had a shot at the nomination when he got it, and then, he got there. he was reaching for it and he realized he could touch it, and then it all collapsed. so there's the bitterness. >> but objectively, chuck, we've watched an air campaign here of destruction, that's been about $3 million. it's basically destroyed gingrich in the polls. meanwhile, mitt romney has walked around this state, la looking like a million bucks, with his hands clean, basically singing "america the beautiful" without any negativity. >> but everybody had the same rules. >> but these are new rules. >> but newt gingrich was somebody who has his own set of wealthy friends, who have helped him with his political career and his political 501c-3s in the past. so he just department have the resources and the infrastructure. this is a presidential politics is a zero sum game. mitt romney has buil

we have chief white house correspondent norah o'donnell in ann arbor, michigan. jan, let me go first to you. what happened to mitt romney after having a couple of bad weeks at least? he now seems to be more aggressive and pointed and precise and on the move as these polls indicate. >> sorry. i didn't mean to interrupt you. i have to say, we have seen such a different mitt romney this week in the debates and on the stops on the campaign trail. i think there are two reasons for that. number one, he got whooped in south carolina and he know he has to perform. this state is critical. if newt gingrich wins here, it's a whole new ball game. he's really got to get down to business and win this thing. number two, charlie, he has a new debate coach. this guy came in over the weekend. he's considered one of the best in the business. brett o'donnell. he's been working with governor romney and you see a crisper, sharper more authoritative romney answering those questions. not backing down when gingrich tries to land a punch. it's made a big difference. he's communicated his
