let's join any colleague norman smith who is live. >> the government's plans for the second half of this parliament, what might be dubbed coalition phase two. >> thank you very much. and it is reassuring, on a morning like this, to say that some things never change. the color and traditions of the state opening should be very familiar to most of us anyway. a short while ago, one of the early ceremonial parts of the day, the guard, we'll see lots of them today, where they performed their ceremonial search of the palace of westminster. >> slow march. >> this was a short while ago, officially the queen's bodyguard. and with the lanterns and swords at the ready, they assure that all is secure for the queen to attend the state opening. the yeoman were the ones who thwa thwarted an intrusion in 1865. that's a little sense of the job right before you there. when we see the crowd in the house lords, they will be accompanied later on by members of the government and the opposition, and leading the way will be the prime minister, who's just left downing street, by the way, he left just a few minut

it seems to me norman smith was scurrying up the steps at westminster, giving us a symbol of how fast the government legislation. you now have the prime minister effectively saying, i've done what i wanted to do on schools and hospitals and well fare reform, or at least in terms of the laws, i've done what i wanted to do. i just want to implement it now. there's a lot of people in that building who are paid to debate laws and pass them. and there's an old saying, you don't keep them busy, they'll make themselves busy, usually when they make themselves busy bs it's not good for prime ministers. >> given that, what is mr. cameron hoping against, just in terms of the message, this is really the tricky thing. a queen's speech of this kind when you have a bit of a variety of things going on. what is the prime minister hoping people will take away from the queen's speech? >> i hope the coalition is getting on with the business it was formed to do. in a sense, that's why you have the prime minister preempt this. instead of waiting for the moment to say, that's what defined us, no, the image

we'll go straight to norman smith who is inside the palace of westminster. >> here although the focusay is inevitably on westminster, the impact of the measures contained in the queen's speech will be different in different parts of the uk because obviously we now are a devolved united kingdom with different symbols and parliaments ought to consider what the impact might be outside of westminster. i'm joined by nigel dodds, and angus robertson of the snp. is there anything in the queen's speech which you think will be particularly welcome order not welcomed in northern ireland? >> thing is some interesting measures in terms of banking, splitting the retail from the investment side and some deregulation issues. but by and large the queen's speech is made up of a number of individual items. a disappointing thing for families and hard-working people in northern ireland would be nothing in terms of reducing the heavy cost of fuel, petrol and diesel, tackling the reece crisis in terms of energy costs, cost of living. these are the issues that really affect people. i have to say there was f

smith and the john paul hammerschmidt federal building in fayetteville. upon john paul's retirement, former congressman, commerce and transportation secretary norman mineta spoke on the floor of the house of representatives saying -- quote -- "there is no individual in the house who is more loved and respected than john paul hammerschmidt. his honesty, gentleness, decency and integrity are second to none. don't be swayed by his quiet manner because underneath is a man with strong convictions, a sense of purpose and a keen desire to get things done." end quote. it is fair to say that john paul never actually retired. he remains involved in many civic organizations, including northwest arkansas council and march of dimes, higher education continues to be one of his priorities. he serves on not one but two boards of trustees, one at the university of the ozarks and the other at arkansas state university. john paul hammerschmidt has spent decades serving others and giving back to his community. i'm pleased to have this opportunity to pay tribute to all he has achieved so far and wish him a happy 90th birthday and many more years of health and happiness. with
