and joins us live from north baltimore with the latest tonight. melinda? >> now, under state law the speed cameras could only be installed within a half mile of road construction areas and school zones, like this one. where some say speeding is a big problem. but even those areas combined, account for about 80 percent of the city. and some council members say that's going too far. still, the speed camera bill passed a second reader tonight. meaning one more vote away from becoming a done deal. enforcement could begin as as soon as october. if you are caught speeding on tape, you get a ticket in the mail, the fine is $40. some see it as a money maker for the city. and others say it is all about safety. >> the goal is not to use this as a fund raising thing. but goal is to have folks not speeding. >> at some point in time, with drivers that pay one of the highest insurance rates in the state, we have to find another way to work on funds. cameras. utilize them to improve the quality of life in the city. >> now, speed cameras have been used in other areas like

we're live in north baltimore, delia goncalves, abc 2 news. >>> yet another carbon monoxide leak at the covillage town homes in essex. baltimore county fire crews were called there around 5 today after a carbon monoxide detector went off. they did find low levels of co, but luckily no one was sickened. bge crews also responded to try and help neighbors resolve the it is is weighs. >>> tonight there is a new movement to try and drastically reduce the property tax rate in baltimore. people who live in the city paid by far the highest property tax rate of any jurisdiction in the state. and some say they're getting tired of waiting for tax relief. christian schaffer joins us with that story. chris? >> reporter: yeah, terry. baltimore county has the second highest tax rate in maryland. 1.1 cents per $100 of assessed value. next door in baltimore city, the rate is 2.26 per $100, more than double the county and triple what some counties collect. a new group is getting organized to try and change that the owner of a $200,000 home in baltimore city pay morse than $4,500 a year in property taxes.

he is live in north baltimore. chris? >> reporter: no trash collection anywhere in the city today because the new schedule only runs tuesday through friday, and it appears some people have adjusted to the new schedule by simply putting their household trash into cans like this one along york road. that's a violation. it is going to be a big ajudgment. residents and city officials are bracing for problems. the main concern for people who live in canton, one trash pickup a week might not be enough. >> it's going to pile up one day a week. not the recycling part, but the standard trash. >> reporter: another issue is that for more than four decades, trash in canton, along with the rest of southeast baltimore was collected on mondays and thursdays. not anymore. as we found out, not everybody got the memo. this is monday's trash on south curlee street and here is several bag along hudson street waiting for a crew that won't be arriving until tuesday morning. by the way, putting trash out in bags like this is another no- no. >>

one of the most insentence around -- intense around frederick and another to the north of baltimore county. a couple of inches in less than an hour. so really heavy downpours. this tropical system is bringing in all of this moisture off the atlantic. it's well to our north now. but we had that going on last night. we also have a front that brought a line of little showers and storms through, too. that front is still in our vicinity this morning. bottom line, we're going to remain unsettled today. very humid out there. really warm, too. we're look at 71 downtown. 68, b.w.i. marshall. 66, in york, pennsylvania. 77 in contrast over in ocean city. the dew points are telling the story, in the upper 60's still. that's a very humid air mass. it's going to continue to reside over us at least for the next couple of days or so. in fact, tomorrow even though we're going to be dry, we're going to be hot and humid as well. here's a look at the mountain forecast. it looks like 76 with a chance of scattered showers and storms. over to baltimore, it looks like we're going to see a high in the mid 80's. mo

amtrak is back to normal after a natural gas main break in north baltimore brought trains to a shuttle halt. fumes shot up from the ground shaking tree limbs above the braeak near the leak. it was when construction workers hit a gas line under bridge. fortunately no homes were affected by the gas leak and no one was injured. there is still no word as to what caused a two-alarm fire at the suburban house restaurant in pikesville. skyteam 11 captured these images as firefighters worked to put out the fire. none of the 35 people inside the building were hurt. the source of the fire has been traced to a storage area next to the restaurant but it is not known what sparked it. >> attention baltimore drivers. speed cameras appear to be getting a green light in the city. this week the city council approved a proposal to begin targeting areas for the cameras. city leaders say data captured by detectors and red light cameras reveal a major speeding problem in many neighborhoods. to combat the problem transportation officials have proposed converting red light cameras in speed cameras. they want
