i did send a note to north beach neighbors. this is the first i heard of -- >> they are the vallejo's steps neighbors. they are not quite as involved. officer matthias? >> i am from central station. i have spoken with teague at tupelo. we have also talked to a merchant and neighborhood groups. we had the initial conditions set down. that was in september, early september. since then, we have had the north beach chamber of commerce, as well as the telegraph hill association, share their concerns with us. we take an entertainment permit seriously. we have to look to the upside of it as far as generating revenue from the survey, as far as the night life. we also have to look at the down sides. we went over the file in the previous establishment. these are our concerns, the things we are looking at. he was able to come up with differences that he felt his restaurant was going to be different. in speaking with the neighborhood groups, it is kind of going back and forth as to is this a nightclub or a restaurant. when we envision what

i live in north beach. i live on the 30 line. i have lived there for 46 years. most of us in the room thought we were here about the grand jury report. i would like to call for an audit of the whole project. i am specifically addressing three findings of the grand jury -- 25, 30, and 33. 25 mentioned that to submit a lot of wrong facts was sort of a clue about the whole idea of the central subway. the fact that i am address is that it has stated that it is a seamless, the procedure to get from chinatown to any place you wanted to transfer to on market street, but two different sets of figures presented. i have two documents book printed by muni -- both printed by muni. one of them says the direct connection is an estimate walk up 4.8 minutes from platform to platform, direct underground connection. the next document is also submitted by mta, and it is five sections of walking by 114 b + 109 b + 541 feet, 39 feet, and 209 feet. it adds to 1,018 feet. that is very contradictory. i think that that alone should be enough to make you question matters. if you look at

people say there is no parking in north beach to see how much parking we actually have. during different times of the day or weeks. the other question is, the cost of taking credit cards. how is that priced into the parking rate? >> the new meters come with new costs and that includes communications cost because each one has a modem in it. as well as a credit-card processing fee. this city, and tsa, we pay for those processing costs. they vary by transaction. i do not know -- it is hard to generalize. they do qualify as micro payments so it is a smaller payment then you typically see. >> de know how much it has been so far? >> we have -- we did an evaluation of -- we are about to finish the evaluation. new meters vs old meters and letting people pay with credit cards and having a longer time limits. we saw that revenues increased substantially by letting people pay. even once you deduct the cost of the new meters, we make more revenue, making it easy to like what happened in the past. our meter revenue has gone up. our citation revenue has gone down. that is great. commi

requirements, making this consistent and removes the minimum parking requirement in broadway and the north beach commercial districts and the chinatown mixed use districts, and also increases the authority of the zoning administrator to waive parking requirements under section 161. the proposed legislation also proposes changes that will help preserve historic buildings and expands the tdr program to allow development rights to be transferred route the c3. currently, they are only allowed to be transferred in the individual c3's. and there is something to facilitate adaptive re-use, and this is also currently allowed for article 10 buildings, which are landmark buildings. it gives the authority to credit off-site publicly accessible open space towards open space requirements in article 10 and 11 buildings and allows them to waive certain code requirements when dealing with residential use. currently, many of these come in for variances, and these are often granted routinely, and allowing these for a process for applicants, as well as the city. it also encourages commercial, and one thing i am to
