tropical depression number 8 is 66 miles off the coast of north carolina. 66-miles from hatteras. 39-mile-an-hour is a tropical storm and it's been for 24 hours. the big story with the movement is it has started moving again. it's now moving, north, northeast. there is some minor circulation but it remains poorly organized. tropical depression as it moves parallel to the outer banks. as it moves to the northeast, it will become a tropical storm by late in the day tomorrow as it speeds off. as we mentioned, the tropical depression is now a little more than 60 miles off the coast of hatteras. that is where we find our own kristin ketchell covering the storm from the coast. >> reporter: hatteras island in the outer banks. this is one of the places along the outer banks that has been prepping for tropical depression number 8. the winds and the waves have been ping up significantly all day today as the storm inches closer to shore. lifeguards have placed no swimming signs and red flags on some of the beaches and others are being monitored by water rescue. close watch on people on the beach

piece for the nation is called, "the country's worst anti-votining law was just struck down in north carolina." ari, welcome back to democracy now! explain what happened there first. what's the decision in north cacarolina, my opinion, was the biggest victory y for voting rights since the supreme court gutted the voting rights act in 2013. it was a significant because north carolina passed the country's worst voting restrictions. they did not just require strict voter id, they cut back on early voting, eliminated same-day voter registration and out of precinct voting, eliminated crew registration for 16-year-old and 17-year-olds and just a month after the supreme court guttedd the vovoting rights a act and jn roberts said that voting discrimination was larargely a thing of the past. both what nortrth carolina did d when they did it made this ruling so significant. it was really remarkable to see the fourth circuit use such want language in describing what north carolina did. that they did target black voters with almost surgical precision. this was not about stopping voter fraud. this was abo

amy: can you move from north carolina to wisconsin? >> is remarkable to see there were two decision striking down butter suppression within hours of each other, describing similar things. wisconsin did not just past the voter id law. radarurpassed under the voting restrictions. they eliminated early voting on nights and weekends when it is most convenient to be able to vote. they made it harder to register to vote and harder to cast an absent the ballot. the court wisconsin struck down these restrictions as well and said that these restrictions were not about stopping "phantom instances of voter fraud" but about suppressing the african-american vote in heavily democratic cities like milwaukee. the fact that we saw decisions in north carolina and wisconsin just hours apart striking down very similar laws and decisions using similar language, was a huge victory for voting rights. amy: talk about the next decision. we have wisconsin and north carolina. what about taxes? -- texas? >> they struck down that voter id law in texas, the stricte

cbs north carolina's emma wright joins us live. we are finally getting a chance here to actually listen to what may have taken place through these 911 calls. >> we are. and police say the suspect in from inside of his garage to the outside end up hitting the victim who was standing outside in the street. police say it happened around 1:00 on sunday morning, they say. after the victim was hit, he was taken to wake med where he was pronounced dead. cbs north carolina has obtained the 911 calls that appear to have been made by the suspect. he called police shortly before the shooting happened and tells dispatchers that a large group of people were racing in the street, and he told them he was going outside to, wh then he calls back and says the same group of people are still outside, but this time, he has guns -- they have guns. he says he fired a warning shot, and someone got hit. >> they got in the arm. he's not awake? >> no, he's not. >> the victim, chad copeley, is expected to make his first court appearance later this morning. >>

we begin our team coverage with afternoon with cbs north carolina's 'em emma wright. an extra special welcome from a group of volunteers. hey, emma. >> reporter: hey there. the first day of school can be pretty nerve wracking elementary school. the pto here wanted to give all of the students here an extra special welcome when they came through the door on the first day. they organized something called the million father march. basically encourages fathers or men to walk their kids to school on the first day. members of the schools and volunteers from some local churches and members of the police and fire department were there at the front door greeting the buses. they know that never every student had a parent that could walk them to school on the first day. they wanted to be there to give the kids high fives, thumbs up and let them know that they were thinking about them. they wanted to give everyone some extra encouragement on the first day of school. >> we're concerned about the community. we want this scal to be a school of excellence. a lot of us stay in the comm

north carolina news. good morning, stefan, i'm russ bowen. >> we are going to have a look at your morning news, a check on traffic before you head out and start your day. first, let's find out about the forecast. russ mentioned perhaps storms. let's check in who has the answers. >> we had some earlier good morning, alyssa. >> we had more widespread showers and storms earlier this week. today, very isolated in nature and that's what will hang around for us tomorrow and into the weekend. now just like yesterday, we do have a little bit of fog. i want to show you this. visibility map showing visibility at half a mile. southern portions of moore county, hope county, that's including rayford and when we look at the other side of our viewing area, visibility at a 3miles in goldsboro. current temperatures, 73 in durham. 76 in raleigh. low 70s in wilmington and your forecast for the day ahead, 75 with that fog hanging around. 86 at lunchtime. it will feel more like 101 with just a stray shower or storm possible.
