the constitution has been ratified, we don't have north carolina and rhode island in the union. we had a bunch of american patriots who voted against the constitution. very closely contested ratification in virginia, in new york, in new hampshire. very closely contested and two states voted it down, north carolina, madison has come to make the system work. it has been ratified on paper. how does he make it work? has to get himself elected to congress so he can begin to implement those things which he has to win the congressional election. in that congressional election he basically has to promise his constituents that he will support a bill of rights because if he doesn't pivot and say i was skeptical of this but i am persuaded it is a good idea he won't get elected to congress which he gets elected to congress on a platform that he will push a bill of rights. he defeated james monroe who is running against him so to be an honest person he has to carry out his promise and in order to get all these people in good faith who voted against the constitution, americans too, you got to

the story is based on a trip she took to western north carolina in 1874-1875. she will visit nashville. in 1874-1875. she is going to talk about these afford victorian northerners who go into western north carolina she is going to talk about these and she describes what they experience. when they begin to adventure outside of asheville into the forest of appalachia. i want to give you an excerpt from this series of articles known as "the land of the sky." and she is describing when they leave asheville and begin to venture into the wilderness of western north carolina. that north carolina barrel quantifies as a democracy.s is not a partisan issue. it's not about republicans winning elections or democrats winning elections. this is about the rules of the game. and the electoral integrity project, which i reported upon was saying that if you look at the election moment, that one discrete part of democracy, north carolina had actually atrophied to sort of middle-ranging state. it wasn't fully functioning as a democracy anymore. but what i did was try to add that to some other indicators that we use in political science and basically look to other. so the courts had ruled unconstitutional in north carolina. the courts have blocked the recent moves on the executive legislative power in north carolina. and the courts have said that there was a targeted precision targeting to african-american voters to exclude them. so what i'm saying is that if you add all of these pieces together, what you've got is an unhealthy democracy. >> okay. >> so this is really a call to try to think about how we can improve. >> so,

now that's what happened in north carolina, for example. just a few months after shelby county, the state enacted one of the nations strictest voter i.d. laws and enacted other restrictions without any evidence, the state described these changes necessary to prevent fraud. the court's disagreed. north carolina's restrictions were challenged and in july the fourth circuit found the primary purpose of the restrictions wasn't to fight fraud, but to make it harder for black people to vote. here's what the court said and i quote, the new provisions target african-americans with almost surgical precision. they constitute inept remedies for the problems assertedly justifying them and, in fact, impose curiouser problems that did not exist. senator, do you still believe that there is little present day evidence of state esrestricting access to the franchise and if you do, what do you think the fourth circuit got wrong when it found that north carolina targeted black voters with almost surgical precision, do you accept that north carolina was targeti

north carolina and rhode island have not. when george washington is going to take office as the first president of the united states only 11 states in the new union, medicine isn't done. the constitution is ratified but we don't have north carolina and rhode island back in the union. we had a whole bunch of american patriots who voted against the constitution. it was a very closely contested ratification. in massachusetts, virginia, new york, new hampshire. very closely contested and again to states voted it down. north carolina and rhode island Ãmedicine isn't done. he has to make the system work. now how is he going to make it work? he has to get himself elected to congress so that he can actually begin to implement this. now he has to win the congressional election. and in that congressional election, he basically has two promises constituents that he will support a bill of rights. because if he doesn't have it and basically say you know, i was originally skeptical about this thing that i'm not persuaded it's a good idea.

court in texas, north carolina, and wisconsin, but specifically north carolina have shown that with respect to north carolina, where the legislature and try to implement photo id at the elections. they have literally been targeting african-americans to try to make it harder for them to vote on election day. notproblem with photo id is that it exists, it is that it exists in such a way that it is not even and -- evenhandedly administer. it is not acceptable to everyone . it is not free in all instances. it is not something that is easy to obtain for all americans. if we were to have photo id that was free and available to everyone, then we can start a different conversation. the problem with photo id is that it has been used in such a way to make it harder for groups of people to have access to the voting booth. that undermines our democracy. democracy is supposed to be about making elections free, fair, and accessible to all voters. researchers have found that is not what is happening. michelle lee of the washington post wrote a story about debunking that pew report. john spicer also commen

lloyd bailey, a republican elector from north carolina, was faithless. and the governor of north carolina certified the state's electoral certificate with knowledge of the vote. the house and senate thoroughly debated whether his vote should be counted but ultimately voted to reject the challenge. opponents of the challenge in my view properly argued that congress lacked the power to exclude dr. bailey's vote under the count act, an more importantly congress had no power to exclude his vote under the constitution. to do so would be a violation of the rights of the sovereign states. some have argued that the bailey precedent is not applicable when an elector violates his or her state's law when casting a faithless vote. i find this suspect. unless no candidate reaches a majority, congress' role in the counting process appears to be ministerial. count votes and announce the result. the faithful electors is rightly resolved at the state level before the results reach congress. at the present time, however, a hodgepodge of state laws exist to deal with faith
