the derailment at the north concord bart station came on the say day that state regulators handed down a $210,000 fine. a cal osha investigation shows bart deliberately violated safety rules and the agencies simple approval policy was simple and not followed. it required work earns to take responsible. the investigation also cited bart for not supervising the trainee. christopher shepard and lawrence daniels were struck and killed by a bart train while inspecting tracks. cal osha says shepard and daniels were not properly trained to perform work near energized third rails. >> they were not qualified to be working near a live third rail. as a matter of fact they had an aluminum track gauge which was three feet in length. if that had hit that third rail, it would have elect -- electrocuted them. >> meantime barts general manager released a statement in response to the report saying bart has fundamentally upgraded its safety procedures with the implementation of a an enhanced safety. >>> time is 4:47. let's go to sal. keeping an eye on traffic on this friday morning. hopefully it stays fr

concord 57. high pressure is building to north. you can see it by looking at all the cloud cover hitting this wall in the atmosphere being shoved to the north up toward alaska. that ridge is building and going farther to the north. that is critical for us because when the ridge builds and centers itself we often get that offshore or east wind. we got a taste of it today. it will be stronger tomorrow and thursday. that's why the next two days. noted to z the next two days will be the hottest. then, that ridge moves once again. i just checked the water temperatures offshore. 57degrees right now, the ocean temperature. as soon as we get that on a shore flow back, temperatures will go from here down 10 degrees on friday. 10 or 15 more on saturday. by sunday, most of us will be struggling to make it to sunday 70 degrees for a high. this is a short lived heat wave. we have two more hot days to go. the cooling will begin for us friday. we will be much cooler and cloudier in the morning. look at average highs for the weekend. 60s and 70s.

looking out over the bay in the north bay, santa rosa 62, napa already at 58, 59 in petaluma. and concord and the east bay 67 degrees. nice shot from our east bay cam looking out over the bay bridge there. it will be clear overnight. maybe a little bit of patchy coastal fog there. a warmer day for your monday and then this warming trend, folks, will stay with us right through the middle part of our workweek. then after that, things will start to cool down a little bit. overnight temperatures, because it is so mild still out there this hour, we will keep them a little bit warmer than last night. still cool in the north bay, 40s there, but 52 for san francisco, 53 oakland, 53 livermore and san jose, you'll dip to 46 degrees. but this is our water vapor imagery map. you can clearly see what's going on. this is a great example of just a huge ridge of high pressure. look at that amplitude just pushing the storm track well to the north of us. here we are, and there's nothing out there over the open water that will move in here to bring us any sense of rainfall for at least the next 3 to 5 days.
