and so if i was a north korean, i would be feeling pretty confident. having said all that, let me just weigh out five very quick suggestions for guidelines for the next administration policy. first, make dealing with this challenge a priority. it may sound strange, but it hasn't been a priority. it's not a priority, even though we talked about rebalancing to asia and the importance of our alliances, nuclear security, and i know there are many meetings between u.s. and chinese officials. senior level meetings where north korea barely comes up. if it doesn't come up in those meetings it's not a priority. second point, stop the magical thinking about how to deal with north korea. it's amazing that i still maintain my sanity, quite frankly, because i hear all sorts of ideas about how we should deal with north korea. and there isn't enough time in the meeting to talk about all of them, so i'm not going to do that. but there are a lot of ideas floating around from the administration policy of strategic patience to the idea of korea, a regime change in korean

authorities uncovered a massive north korean cyber hack into more than 140,000 computers at 160 south korean firms and government agencies. reports indicate that more than 40,000 defense-related documents were stolen, including the blueprints for components of the f-15 fighter jet. let me say that again. north korea perpetrated a hack on south korea that resulted in them obtaining the blueprints for the f-15 fighter jet. yet in light of these gross violations, the administration still has not acted to impose sanctions on north korean cyber criminals as required by the law that passed 96-0 by this senate. in fact, the administration is now nearly two months late in producing a report required under the bill which would name and shame those violators, the perpetrators of these cyber attacks. the crux of the success of the sanctions effort, however, rests with beijing's compliance with china. nearly 90% of north korea's trade is with china, and at least so far we have seen only mixed evidence that beijing is serious about changing its policies toward pyongyang. whi

. >>> meanwhile, other breaking news for you out of the korean peninsula. northa launching another missile test. this time a ballistic missal from a submarine according to the south korea military. according to the joint chief of staff the missile launched in the seas southeast of sinpo city. for more on what we know about this latest move, let's go to matt rivers standing by. matthew, of course, this is the latest in a series of tests. tell us what we know about this one. >> well, this one, according to defense officials, the test launch happened around 11:30 a.m. and apparently, it failed soon after the launch. this missile launched from a submarine, slbm launched off the coast of east north korea and it failed shortly after takeoff. we've seen local media reports in the last couple minutes or so that say that missile reached heights of about 10 kilometers and flew for just a few kilometers before exploding in midair. now a successful launch, according to defense officials here means it would have had to travel at least 300 kilometers before reaching its intend
