ed henry is live on the north lawn. what are we hearing? >> reporter: what people close to the president are saying is that this offer from speaker boehner was not rejected out of hand by the president. the initial offer the president pushed back on. as we reported earlier this hour, he doesn't want just an extension of the debt ceiling. the president has made clear as well as harry reid today, they want both an increase of the debt ceiling as well as reopening the government. the way it's casts by the white house the new york times reported the flat out rejection. it's not true. the president pushed back and suggest the republicans go back and rework this. from chad and others on capitol hill suggesting the house majority leader eric cantor said they made progress at this meeting and going to have the staff, house republican staff and white house staff to have more conversations tonight to suggest the report is maybe out there and they didn't come to a deal. they're making progress. >> as you were talking, republican represent pete session

chuck todd standing by on the north lawn. chuck, what's the situation there? >> reporter: well, the white house and the president in particular have been trying to be careful not to say too much. they don't want to upend the deal. they have been very quiet today. they were very quiet yesterday. it almost looked as if they were being a bystander. but remember, brian, this was his strategy. months ago he told senate democratic leaders and house democratic leaders he was not going to give in on this. he didn't want them to give in. no negotiating over the debt the limit. there is a belief here in the white house that they feel they have won on that battle and that they have helped future presidents down the road because they think that's the wrong way to go. but they are trying not to gloat because, after all, brian, we have opened up government for all of 90 days. >> chuck todd, north lawn of the white house tonight. thanks. >>> here in new york on wall street today, strong indications of the deal all day long sent the three major indexes up, the dow gained 205

so we went outside the white house gates, fence to the north lawn here, and just to show you this video, it is pretty dramatic. many protesters, a billing veteran's march in washington, as you know today, don, they are there protesting the fact that that memorial is shut down while the government has been closed. they were over there at the memorial with ted cruz, sarah palin, mike lee. they are not satisfied to have the protest there. they picked up barricades and carried them to the white house and dumped them in a pile in front of the fence to the north lawn of the white house. almost to the point where conceivably someone could have climbed up the pile of barricades and entered the white house grounds. obviously all of that caught the attention of u.s. park police. they came out on horse back. some in riot gear. there is even an armored vehicle that arrived at one point, don. there were protesters who were obviously supporters of the veteran's cause of seeing memorials and fringe groups gloming on to this protest. one man waving a confederate flag. other folks holding up "impeach ob

house correspondent and i was covering the war in afghanistan, but doing so from the comfort of the north lawn think my coverage was focused like a lot of coverage on troop levels that were glibly vandyed about, 20,000, 40,000, about the political rivalries between the pentagon and the white house and general mccyrystal versus president obama. and i didn't really get to the individual battles, the individual people. and so, obviously, writing this book made me appreciate the war in a much more substantive manner than i think some of the typical washington, d.c., coverage of war gives it. and i'm focusing on my own coverage at the time. not so much everybody else's. but, also, i think people in washington very glibly talk about sending force in here and sending force in there, and i think it gave me a greater appreciation of the complexities of sending in force, and how it's not necessarily the right answer all the time, and that if you do do it, if a general and president sends troops in, they need to have everything they need and deserve to do the job effectively. >> and i'll say it, it certa

she's joining us from the north lawn of the white house where authorities believe this incident actually began. is that right, kristin? >> reporter: well, they think it started sort of at 15 and e which is on the other side of the white house. >> is that on the treasury side? >> reporter: that's on the treasury side. what is remarkable about what luke is reporting, he heard those shots fired, we really didn't hear anything here at the white house, martin. i can tell you that president obama was here when this began to unfold. he has been briefed on the situation. i can also tell you that senior administration officials are sort of huddled behind closed doors right now as they monitor this situation. they are in contact with law enforcement officials who are trying to get to the bottom of exactly what happened. pennsylvania avenue, which is the street just outside of the white house, parts of that have been closed down as a security precaution. that is exactly what we would expect in this type of an incident. typically when there is any perceived threat, pennsylvania avenue closes down. h

joining us now on the north lawn of the white house, i'm sorry you are in the briefing room.hite house correspondent ed henry. >> it's been a long night, bret. no problem. the bottom line is the president will be coming out here in a couple of moments. the guidance we have gotten he is not going it speak very long. i think as you noted earlier on "special report" the president has to be very careful here. half of the job is essentially done with it getting through the senate it got through by a wide bipartisan margin. that's very good news by the white house obviously to get that behind them. there is another important step, obvious there that anyone who watched schoolhouse rock knows it stilgo-to-get through the house. now, it's expected to get through there because speaker boehner says is he going to bring it to the floor. lifted opposition and saying at the late hour time to end this. and he said, you know, he believes he fought the good fight and the fight will continue. his fight against the president's healthcare law, et cetera, in the weeks and months ahead. but john b
