the head of the dade county police union in north miami is explaining why an officer shot an unarmed caregiver as he was lying on the ground with his hands in the air. the union president says police received a call about a suicidal man walking around with a gun. when officers arrived they found two men, carry giver charles kinsey, and his autistic patient, who actually had a toy truck. here's kinsey trying to explain the situation to police, as he lay on the ground. [ inaudible ] the union president said the officers didn't hear kensy's plea and actually thought that he was being threatened by his patient. whom they didn't know was autistic at the time. that's when the union president says an officer aimed and fired, trying to hit the patient, but instead hit kinsey in the leg. >> this is not a case of a rogue cop. this is not a case of police abuse. this is a case where a police officer was trying to save mr. kinsly's life, and unfortunately, his shot went astray. >> there is no explanation. there is no reason. there is no rationale. i come from a family of law enforcement officers
