in this section of north philadelphia is the worst neighborhood in the entire city of philadelphia. highest crime rate, most amount of drugs, most amount of poverty, and north philadelphia was not always like this. in the '40s, '50s, '60s, even the early '70s, they had a lot of jobs, steel, manufacturing, shipping, packaging, they had good, solid jobs. and all of a sudden, politicians let these jobs float overseas, and then there is no way to make money anymore, except sell drugs and then murder anybody that gets in your way. that's what happens when you wreck these cities. you got huge spikes in homicides. philadelphia, last year, have the highest homicide rate in the last ten years. and this year, in august, right now, they are already on record to be that. so something has to be done to get a hold on these cities,, because what is ever is happeng right now, it's not working. >> jesse, my fellow panelist, bernie, what happened with rudy giuliani and broken windows? you are the commissioner, you know exactly what happened here they brought in police commanders -- listen, i was a co

we're in north philadelphia about two miles north of temple.le bunch of officers are kind of huddled behind their vehicles in cars, and they're just focused on that building in that area where that gunman is still holed up right now. some of the homes in this area have been evacuated. me personally, i've heard at least 40 to 50 different gunshots. these are volleys, they are rapid-fire, about seven or eight gunshots and five minutes later seven or eight more gunshots. that continues for about a 30, 35-minute period since i've been out here. where i'm at, my exact location, it's kind of died down for the most part. but you talk about some of the details. some of our sources are saying at least one officer, maybe two went inside that house, serving a warrant for drugs. they went inside that house, started to arrest a couple of folks. according to our source, that's when at least one gunman downstairs apparently started firing through the floor upstairs. there were other officers outside who obviously heard the gunshot and came rushing towards tha

police went to his home in north philadelphia to serve a drug warrant, but they were met by gunfire. more than 200 rounds of gun shots were fired in a barrage of bullets. at one point in that were trapped two police officers and three prisoner hostages. they were in there for several hours communicating with police negotiators, but they were able to be freed, rescued by swat and for the next two and a half hours, maurice hill holed up inside that philadelphia row home armed with an ak-15 assault style rifle, and then, when teargas was deployed, he came out with his hands up. but, in his waistband, another handgun. ,he was then taken into custody without incident. tonight, police are just trying to deconstruct everything, especially what went on inside that house. they had to clear it with all the teargas. it took about 18 hours before police could get inside.it but now the big question is how this guy with a career criminal record got his hands on so much weaponry. >> jason: let me follow-up with that, chris. not only the weaponry but how in the world -- why was this guy even out of
