even while the search for peace was going on, north vietnam rushed their preparations for a savage assault on the people, the government, and the allies of south vietnam. their attack during the ted holidays failed to achieve its principle objective. it did not collapse the elected government of south vietnam or shatter its army as the commonists had hoped. it did not -- communists had hoped. it did not produce an uprising as they predicted. the communists were unable to maintain control of any of the more than 30 cities that they attacked. and they took very heavy casualties. but they did compel the south vietnamese and their allies to move certain forces from the country side into the cities. that caused widespread disruption and suffering. their attacks and the battles that followed made refugees of half a million human beings. the communists may renew their attack any day. they are, it appears, trying to make 1968 the year of decisions in south vietnam. the year that brings if not final victory or defeat at least a turning point in the struggle. this much is clear. if they do mount ano

we can use bombs to send a message, to persuade north vietnam to stop supporting the insurgency to the self -- insurgency in the south. we want the status quo of north and south vietnam. that airpower campaign can show south vietnam and north vietnam and even to our allies, look at u.s. resolve when we are in a conflict in this cold war environment. this is our resolve against communism. the more practical ideas are, we need some kind of strategic destruction of the north vietnamese ability to make war. where is all the material really coming from for them to make this war? is it north vietnamese industry or not? this is the idea, not only is a -- not only strategic to go after transportation but also to prevent that stuff from moving around. that transportation line, that is the reason for it, even if stuff is coming from outside, to help prevent that keeping north vietnam sustained, make them feel the pain of war. likewise, let's do an operational interdiction campaign that prevents material from going from the north down to the south, primarily through laos. that is the development

on tuesday, we are talking about how, starting in 1964, as a result of developments in hanoi, north vietnam, under its new leader, starts to escalate the insurgency in southern vietnam. and it escalates to a point late 1964, we excessively have a state of war in southern vietnam. we have big war, as i mentioned, in southern vietnam. and then at that point, the position of the americans is, what do we do about what is going on? do we just effectively allow the south to fall, or do we do more than merely send advisers to preclude a collapse of this pro-american, anti-communist regime in saigon? so, ultimately, in response to the escalation, in response to this state of war in southern vietnam, lyndon johnson decides to deploy combat troops. it begins with 3000 marines and it continues to go up from there. he deploys these combat troops to southern vietnam. and at the same time, he initiates a sustained bombing campaign against the north. the idea being that the north needs to be punished for all the troubles in the south. as far as johnson and his advisers are concerned, whatever difficulties

he decides to order this huge coordinate offensive against towns and cities in north vietnam. up to this point, communist forces have operated primarily in remote jungle, rural areas. cities have been spared the horrors of war. he orders an attack on every major town and city and southern vietnam. he decides to enhance the element of surprise, by launching the attack which is the coming of the lunar new year for the vietnamese on a chinese or east asians. at that time in vietnam, there was no fighting. it was not official, but there was a truce absorbed. it is basically christmas, new year, easter, take all of the american holidays together and it does not come close to what it represents for the vietnamese. people take off for weeks and they go to visit families. it is huge. le duan figures the americans will never expect it. the south vietnamese rivals will never expect it, and when we strike, south vietnamese units will be completely depleted because people are going back to the relatives and their countryside during the holiday. the calculation was reasonable. le duan think

understand is that in vietnam, it is an international war, and it is not just the united states versus north vietnam or the vietcong. and with one thing that is fascinating is that in 1938 there is a conglomerate called the free world forces and so throughout the vietnam war there are the tens of thousands of koreans fighting and filipinos and australians fighting in the war in addition to the chinese assistance and soviet assistance to north vietnam is one thing. but we also have to consider that temporarily, we talk about 1968, but we have to understand that the costs of the war goes way past 1968. and if you didn't know this the united states still pays for this war, and the american involvement in vietnam, and they just assume that everyone has agent orange and everybody who served in the military in 1968 has health care because of the assumption that they have been exposed to agent orange is one thing. if you didn't know that, billions of dollars we continue the pay for that. and so this war does not end in 1968. you also have to understand that the legacy of th-- legacy of thr the individuals
