madam speaker, i represent three coastal counties along northeast florida's atlantic coast. one of the biggest grievances that i hear in our coastal fishing communities is that there is simply not enough days to fish for red snapper. anglers tell me time and time again they can't fish without catching red snapperer. one diver even relaying to me that the red snapperer were so thick over the reefs you could literally walk across their backs. even though federal regulators only gave anglers five days to fish in the south atlantic this year, down from six days the previous year. all of this because noaa simply does not have accurate data. lack of data leads to short seasons orer even worse, no seasons -- or even worse, no seasons, which devastates both recreational and commercial fishing and significantly impacts florida's economy. to fix this problem my amendment will increase the funding in this bill for data collection of reef fish in the south atlantic by $3.5 million which will bring it to a total of $5 million which is the same amount that's been used forer the last few y

florida panhandle. more shower and thunderstorm activity for the southern appalachians. the weather prediction center has a moderate risk of flash flooding occurring for the rest of today from northeasteorgia into the western portions of the carolinas. roanoke into charlotte, columbia, atlanta, to the panama city region. some of these thunderstorm cells that move over already saturated ground means it could dump a significant amount of rainfall leading to more flooding. that chance of flash flooding occurs to the northeast. we see that flood threat switch further to the mid-atlantic states as we head into the start of the workweek. rainfall totals over the next seven days, easily picking up 4 to 6 inches, maybe even locally higher amounts. the good news on this, about this is that we're going to say good-bye to the drought conditions we're developing across the southeast. so no longer a threat certainly as this is updated from the drought monitor. we'll see that be eradicated over the next few days. there's the storm system responsible for it. and if you're looking for some sunshine and better weather, let's say, you have to look for wednesday and thursday here in atlanta. >> all rig

florida. these storms are going to be slow-moving. there's nothing in the atmosphere to really push them on. in fact, so far today, just to the northeast of raleigh, in a couple hours' time, we saw over 4 1/2 inches of rainfall there in north carolina. peach tree city near atlanta saw over 3 1/2 inches of rainfall there. and as we go into tomorrow, the threat is a little bit farther eastward for the heaviest rain, but we are still going to be dealing with this tropical moisture, and it is going to expand northward as we go into early next week. so we're still going to be dealing urban and flash flooding, some very heavy rainfall. in fact, some locations, in the appalachians, western carolinas, we have a bull's-eye here where we could be dealing with 8 to 12 inches of rain. eric: there's been so much flooding in the midwest and also down south. it just doesn't seem to stop. regina, thank you. arthel: in the midwest, several major rivers are about to crest, forcing some towns to call for evacuations. one of those places, monroe county, illinois, which is south of st. louis where the mississippi is expected to crest tomorrow at nearly 46
